Each bidder must deposit with his bid, security in the amount and form as stated in the Instructions to Bidders. Bids shall be subject to the condition that the right is reserved to hold bids for a period not longer than 60 days after date of opening and/ or to award at any time during the period. Federal Prevailing Wage Rates for Richland County in compliance with the Davis Bacon Act will be applicable to this project. This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). The MWCD reserves the right to reject any and all bids, or to increase, to decrease or omit any item or items and/ or to award to the lowest and most responsible, responsive bidder. The MWCD also reserves the right to waive any informalities or irregularities in the Bid received.
