Description | The City of Homestead (Hereinafter Referred to as City) Requests Sealed Bids to Establish Pre-event Contract(S) for Disaster Debris Removal, Reduction and Disposal Services. It is the Intent of City to Award This Contract to One (1) Primary Contractor and at Least One (1) Secondary Up to Two or More Contractor(S). Noted as Primary, Secondary, and Tertiary. Contractors Shall Be Responsible for All Debris Operations Listed Within This Bid. The City Reserves the Right to Activate All Contractors at the Same Time Dependent Upon the Severity of the Storm and the Availability of the Contractors. These Services Shall Only Be Performed When Requested by the City via a Task Order/purchase Order. The Successful Proposer(S) Shall Be Tasked With the Collection, Temporary Staging and Final Disposal of Eligible Debris Generated by Any Type of Disaster and Documenting the Same in Accordance With the Most Current Federal, State, and Local Government Standards/guidelines Including, but Not Limited to, the Federal Emergency Management Agency (Fema) and Florida Department of Environmental Protection (Fdep), Federal Highway Administration (Fhwa), Etc. Reimbursement and Project Management as Well as Demolition and Debris Removal Work. The Guidelines Under 2 Cfr 200, Title 23, and 23 Cfr Shall Apply to This Contract in Order to Be Eligible for Reimbursement Under the Public Assistance Program. In Compliance With 2 C.f.r. 200.321 the City Shall Take All Necessary Affirmative Steps to Assure That Small and Minority Businesses, Womens Business Enterprise and Labor Surplus Area Firms Are Used When Possible. Pursuant to Subsection (T) Cone of Silence, of Section 2-11.1 Conflict of Interest and Code of Ethics Ordinance of Miami-dade County, Public Notice is Hereby Given That a Cone of Silence is Imposed Concerning This Citys Competitive Purchasing Process, Which Generally Prohibits Communications Concerning the Rfp Until Such Time as the City Manager Makes a Written Recommendation to the City Council Concerning the Competitive Purchase Transaction.
