Description | This solicitation includes a pre-qualification process, which includes submittal by the Contractor of completed Pre-Qualification documents by the prescribed deadline and Countys evaluation of PreQualification documents based on a pass or fail score. Only pre-qualified Contractors will be eligible to submit a bid for this project. Question Deadline 12/08/2022 at 2:00 PM PT All Information for Bid (IFB) questions must be posted at County's online bidding system Estimated Contract Amount: $1,827,631 Location: Mile Square Regional Park; 16801 Euclid St., Fountain Valley, CA 92708 The classification of contractors license required for the performance of this Project is C-57 or ClassA. If the prime Contractor has a C-57 license and intends to complete the Well Equipping work itself, then the Subcontractor for Well Equipping must have a Class-A license or C-61 / D-21. If the prime Contractor has a Class-A license, then the Subcontractor for Well drilling must have a C-57 license. If prime Contractor is using a Subcontractor for both well drilling and well equipping, prime Contractor still needs a Class-A license. Registration of Contractors: All contractors and subcontractors must comply with the requirements of Labor Code Section 1771.1(a), pertaining to registration of contractors pursuant to Section 1725.5. Bids cannot be accepted from unregistered contractors except as provided in Section 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. After award of the contract, Contractor and each Subcontractor shall furnish electronic payroll records directly to the Labor Commissioner in the manner specified in Labor Code Section 1771.4. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, this contract requires payment of not less than the general prevailing rate of per diem wages. The Board of Supervisors has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification, or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. A ten percent (10%) bid security by certified or cashiers check from a responsible bank, cash or an original bidders bond issued and executed by an admitted surety insurer authorized to transact surety insurance in California, made payable to the order of the County of Orange in an amount equal to at least ten percent (10%) of the total bid amount, as a guarantee that the bidder will enter into the proposed contract if it is awarded to the bidder. In the event the bidder to which the Contract is awarded fails to provide bonds and insurance and meet other preconditions to the Countys execution of the Contract in a timely manner, the proceeds of the check or cash or the full sum of the bidders bond will be forfeited to the County. Original bid security documents shall be received at the following address by 2:00 p.m. on the bid closing date or submittals shall be deemed non-responsive: County of Orange/County Administration South Building Attn: OC Public Works Procurement, Ranique Cortez 601 N. Ross St., 4th Floor Santa Ana, CA 92701 The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the amount of the contract and a Payment Bond in the amount of 100% of the contract, said bonds to be first approved by the County Counsel and the Risk Manager of Orange County. Bond forms to be provide by County of Orange. Pursuant to Section 22300 of the Public Contract Code of the State of California, the contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the County of Orange to ensure performance under the contract. A non-mandatory pre-bid conference and site visit will be held on December 20, 2023, at 10:00 a.m. The meeting place will be at Mile Square Regional Park, 16801 Euclid St., Fountain Valley, CA 92708; sign-in will be at the location specified in Exhibit 1 - Directions and Parking for Site Visit.
