Description | The California Department of Health Care Services (DHCS) and Department of Social Services (CDSS) have released two new opportunities to support infrastructure projects: the Behavioral Health Continuum Infrastructure Program (BHCIP) and the Community Care Expansion (CCE) program. These competitive grants fund the acquisition, construction, rehabilitation, and preservation of facilities. Funding may only be used for new or expanding infrastructure projects to supplement and not supplant existing funds to construct, acquire, and rehabilitate real estate assets. Facility projects funded by these grants shall not be subject to a conditional use permit, discretionary permit, or to any other discretionary reviews or approvals. Any selected facility project(s) may be used to support infrastructure and programming within Alameda County Behavioral Health Care Services Department (ACBH) and/or the Office of Homeless Care and Coordination (OHCC) within Health Care Services Agency. HCSA is looking for facilities that can be renovated and used through BHCIP and CCE programs. As a part of this agreement, the County is looking to identify available facilities; apply for funds for renovation and rehabilitation; and enter into a long-term lease agreement so that the facility will be available for the provision of community care expansion, behavioral health services, and/or interim housing or permanent supportive housing. This arrangement does not require or guarantee that the owner of the building be the service provider. In order to renovate the building, DHCS will require that MediCal beneficiaries are served in grant funded facilities through BHCIP for a minimum of 30 years after construction is completed. Any contract award subsequent to this RFI is contingent on the availability of funds.
