Description | Title: FLETC Training Venue Replication Location of the work: FLETC Training Delivery Point, Charleston, South Carolina Project Number: CHSTVR2022 Description of the Work: The project scope of work includes all supervision, labor, tools, materials, transportation, equipment, and other services necessary for the replication of training venues (including overall site development, construction of three buildings, Skid Pad, Driving Range, streets, parking lots, landscaping, and security fencing) in accordance with the completed A&E design at the Federal Law Enforcement Training Centers, Charleston, South Carolina. The Government anticipates awarding a Task Order using the NMACC multiple-award IDIQ contract. As described in FAR 16.505(b)(1)(ii) each contractor will be provided with a fair opportunity to be considered for award. Specifications: Charleston Training Venue Replication Specifications dated June 10, 2021, provided in electronic format via SAM, Contract Opportunities. Drawings: FLETC Venue Replication Drawings dated June 10, 2022, provided in electronic format via SAM, Contract Opportunities. Supplementary Documents and Appendices: provided in electronic format via SAM, Contract Opportunities. Wage Determinations: SC20220023 Building, dated 02/25/2022, SC20220041 Heavy, dated 02/25/2022, and Executive Order 14026 provided in electronic format via SAM, Contract Opportunities. Disclosure of Magnitude: Over $10M Description of the work: Base Item: New Training Venues at the FLETC Training Delivery Point in Charleston, South Carolina. Provide all necessary supervision, labor, materials, transportation, equipment, permitting, and other necessary services to construct New Training Venues in accordance with Specifications and Drawings dated June 10, 2021. Work includes the overall site development, construction of buildings, streets, parking, landscaping, canopies, security fence and walkways within the areas of construction in accordance with the A&E design drawings and specifications. New Training Venues include: o Scenario Based Training Activity #1 Page | 14 o Scenario Based Training Activity #2 o OC Spray Area o FLETC Driver Training Classroom o Non-Emergency Vehicle Operations Skid Pad and Driving Range Bid Option 1 - Construction of Virtual Firing Range/Aircraft Countermeasures Building. Provide all necessary supervision, labor, materials, transportation, equipment, permitting, and other necessary services to construct Virtual Firing Range Building in accordance with Specifications and Drawings dated June 10, 2021. Bid Option 2 - Construction of Scrap/Recycling Building. Provide all necessary supervision, labor, materials, transportation, equipment, permitting, and other necessary services to construct Recycling Building in accordance with Specifications and Drawings dated June 10, 2021. NOTE: The government intends to award the complete construction project as presented in the A&E Design Package. However, based on proposals received and available funding, it may be necessary to award less than the full project. To prepare for that possibility, bid option 1, and bid option 2 were included to award as much of the project as available funding will allow. To reduce contractor risk and Government cost, the bid options will be awarded at initial award or within the 60-day proposal price period. If both bid options are not awarded within that timeframe, contractors are requested to include a monthly (30 days) cost increase for award after the 60-day proposal price period up to September 30, 2022. The monthly cost increase can be expressed in a dollar amount or percentage of each bid option price (included on the Price Proposal Form). The monthly costs are not evaluation factors. They will only be used to obtain additional funding, if required. Performance Period: The contract performance period is Approximately 540 calendar days after award of Task Order for the Base Item and all Bid Options. Completion required no later than November 30, 2023. Liquidated Damages: Liquidated damages in the amount of $889.00 per day will be assessed, if necessary, in accordance with Section F.2 of the contract. Insurance/Bonds: Please review Section H.3 of the contract for insurance requirements and Section L.18 of the contract for performance and payment bond requirements. Bid bonds are not required. Utilities: Refer to appropriate Specification Section SITE VISIT An organized site visit for the FLETC Training Venue Replication will be scheduled for (Wednesday) April 6, 2022, at 9:00am local time Charleston, SC. Offerors who wish to inspect the proposed work site shall meet with the Government Representatives at the scheduled time and place. The site visit is not Mandatory. Page | 15 Due to Federal Law Enforcement Training Centers (FLETC) Charleston, SC Campus being a secure facility, visitors to the Center must obtain a visitor's pass, which requires advance coordination. Attendees must provide the following information to the procurement office by email no later than two days in advance of the site visit to request Center access. INSTRUCTIONS FOR SUBMITTING QUESTIONS REGARDING SOLICITATION Contractors are requested to review this Task Order Announcement as soon as possible upon receipt. If a contractor has any questions regarding the Task Order Announcement which require an answer from the issuing office, these questions shall be submitted, in writing via email to the Contracting Officer, Mr. Useba F. Ford, referencing section and paragraph of solicitation, to the Contracting Officer at useba.f.ford@fletc.dhs.gov. Contractors shall submit questions by 4:00pm Local Charleston, SC Time on April 11, 2022. Any questions submitted after this date may not be answered. III. SUBMISSION INSTRUCTIONS Email Proposals to useba.f.ford@fletc.dhs.gov. All proposals must be clearly identified as a proposal. Subject Line of each email shall start with: "Proposal, Training Venues, contractor's name, and email X of XX". If more than one email is sent ensure the number of emails is included. CLOSING DATE: Submit email proposals by 2:00PM ET on April 21, 2022, to ensure consideration. Proposals submitted after this date may or may not be evaluated at the discretion of the Contracting Officer. The Contracting Officer will consider such factors as whether acceptance will unduly delay award or is necessary to increase competition. The Contracting Officer will also consider when e-mails were sent and Page | 16 when the e-mails arrived at the Government point of entry. The completed proposal shall be submitted to Mr. Useba F. Ford, Contracting Officer, via email at useba.f.ford@fletc.dhs.gov. The technical and price proposal shall be separate attachments. Each electronic submission must be less than 10MB; submissions greater than 10MB will not be received due to system limitations. Proposals must be prepared in accordance with these submission instructions, providing all required information in the format specified. Failure of a proposal to comply with these general and specific submission instructions contained in this Task Order Announcement may be grounds for exclusion of the proposal from further consideration. All contractors have the option to opt-out of proposal submission. If the contractor decidesto opt-out, the contractor shall submit a statement via email to Mr. Useba F. Ford, useba.f.ford@fletc.dhs.gov informing the Contracting Officer of the contractor's intent NOT to submit a proposal |
