Description | The project generally includes the construction of roadway widening, curbs, sidewalks, traffic signals, signage and pavement markings and related work. For the construction of approximately 1,000 LF of 5' concrete sidewalks, concrete curb and gutter, RCP storm drain pipes, concrete curb inlets and driveways along Harkrider St. from Bruce St. to E. Robbins St. The sealed bids will then be opened and publicly read aloud. The work includes all labor, material, and equipment required to perform the work as described in the project plans and specifications. Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five per cent (5%) of the total maximum bid price payable without recourse to City of Conway, Arkansas, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. The notice of award of Contract shall be given by the Owner within thirty (30) days following the opening of bids. The successful Bidder must furnish a performance bond and a separate payment bond upon the forms provided herein in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bidders are advised that "Buy America" provisions apply to this contract. The Arkansas Department of Transportation Standard Specifications for Highway Construction, latest edition, Section 106 contains the requirements and restrictions for "Buy America". 23 CFR 635.410 contains all federal requirements for Buy America. The attention of bidders is called to the fact that Act 150 of 1965 (as amended), Arkansas Statutes, states that a Contractor must be licensed by the State Licensing Board for Contractors before he may undertake work when the cost thereof in Arkansas is Twenty Thousand Dollars ($20,000.00) or more. Bidders are advised that Arkansas State Contractor Licensing Law applies to this project. Subcontractors are also required to be licensed according to Arkansas State Law. Licensure is not required to submit a bid; however, evidence of licensure shall be provided to the Owner prior to signing the contract. The County of Conway, Arkansas hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. The City reserves the right to reject any or all bids, or to waive any informalities in bidding. Bids may be held by the City for a period not to exceed one hundred twenty (120) days from the date of the opening of bids for the purpose of reviewing the bids, investigating the qualifications of bidders, and seeking state and federal concurrence prior to awarding of the contract.
