Description

The project must be complete by March 1, 2023 and will require simultaneous work on two headings. The project is along the east side of Abernathy Road, beginning just north of Mankas Corner Rd and terminating just south of Piazza Lane in Fairfield, California. The project includes installing approximately 5,100 feet of 30-inch to 36-inch diameter DR 17 HDPE pipe. Portions of the alignment include removing monolithic concrete pipe that was previously lined with fiberglass reinforced plastic mortar pipe (Techite) and replacing it with HDPE, installing HDPE in parallel trenches, and contractor's option to remove and replace or pipe burst Techite lined monolithic concrete pipe with HDPE. The project also includes connections to existing pipe and concrete control structures; demolition and removal of concrete, PVC and steel vents, junction boxes, and control structures; installation of turnouts, valves and appurtenances; and surface restoration. Project specific questions must be made in writing and sent to Nancy McWilliams nmcwilliams@sidwater.org . If appropriate, the District will post responses to bidder questions received at the following address: online . The cutoff date for submittal of questions is Thursday, July 28, 2022, by 3:00 PM local time. Bids must be accompanied by a certified check or bidders bond for ten percent (10%) of the amount of the bid. Refer to Section 9A of the Instructions to Bidders for further instructions. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price, and a labor and materials bond in an amount equal to one hundred percent (100%) of the contract price. Refer to Section 4 of the General Conditions for further instructions. The Contractor may substitute securities for any moneys withheld to insure performance under the Contract in strict accordance with Section 22300 and 10263 of the Public Contract Code of the State of California. The Contractor shall possess a Class A General Engineering Contractor license, as required under the laws of the State of California, at the time the contract is awarded. Each Proposal submitted in response to this Notice shall include the cost of all work, labor and materials to complete the project. The bids will be opened in public at the above-mentioned prescribed time and date. Award will be made to the lowest responsible bidder, however, Solano Irrigation District reserves the right to reject any or all bids, to waive informalities in the bid, and to postpone the date of the bid opening.
