Description

Submit all questions regarding this RFQ in writing to Procurement at procurement@ofcc.ohio.gov with the project number included in the subject line (no phone calls please). Criteria Architect/ Engineer (C-A/E) services are being requested to provide Master Planning Services, Program of Requirements (POR), Criteria Documents, and Construction Administration, for statewide campground improvements at ODNR facilities. ODNR maintains campgrounds at 54 State Parks with a total of 8,970 campsites. The intent of this project is to continue the on-going campground improvements underway since 2015. ODNR will provide "full-service campsites" which include 50-amp electrical service, potable water, and sanitary sewer hook-ups at a select number of campsite locations. It also includes renovations or replacements of wash houses, restrooms, water/wastewater improvements and other site improvements (fire rings, picnic tables, minor paving). ODNR continues its ongoing facility assessment and master planning efforts, working with Parks and Watercraft to identify facility needs such as changes in use requirements, operating efficiencies, long-term maintenance/durability issues, and will utilize, adjust, and manage funding to address these needs across ODNR's campground portfolio. The project will include assessments of existing conditions at each campground, including utility service infrastructure capabilities and existing service connection capabilities. Many of the existing electrical connections do not provide the appropriate level of electrical service required by modern RVs. The C-AE will need to review usage and capacity to determine the size and number of fixtures for each of the planned wash houses. These assessments would then be used to develop criteria documents for the construction needs at each site, contemplating phased construction in occupied campgrounds. Construction would then be undertaken to create the number of full-service RV sites, full-service with "pull-through" access for large RVs, and partial service (i.e., electrical service or potable water only) as the physical characteristics of each site would allow. Construction of new wash houses and restroom buildings would be identified in each phase as well as any required site improvements or utility infrastructure upgrades. Through this selection process, ODNR contemplates engaging a C-A/E to provide planning and criteria documents for the statewide campground program. ODNR is targeting the improvement of 520 full-service sites, additional partial service sites, wash houses and electrical improvements for the campgrounds listed below. ODNR may elect to include similar scope of work at additional campground locations should funding allow. Renovations include providing electrical, water and sewer to create full-service campsites. Some campsites may only require electrical service. Site work including grading, drainage, and asphalt/concrete repair may be applicable. The exact number of additional sites may increase or decrease based on design and budget constraints. While ODNR anticipates centralized services from the selected Consultant at the ODNR Fountain Square complex at 2045 Morse Road, Columbus, Ohio 43229, travel will be necessary to complete the services. For the purposes of scoring proximity to project site, the ODNR Fountain Square complex will be considered the project site. This project incorporates funding by the American Rescue Plan Act (ARPA). All consultants and contractors will be responsible for assisting ODNR with reporting requirements. All regulatory and environmental regulations and permitting will be the responsibility of the C-AE selected for this project. Archaeological assessments may be required depending on property type and location. This project is to be completed in concurrence with the Clean Air Act and Federal Water Pollution Control Act. All selected A/E firms will be required to execute a Byrd Anti-Lobbying Certification. Fee negotiations will be consistent with Federal Procurement laws. Pursuant to ORC 153.694, professional design firms selected to provide C-A/E services shall not provide any A/E of Record services for the project for which the professional design firm was selected as the C-A/E. The selected team will develop site specific master plans, or reconcile to existing master plans, for selected locations beginning with facility and site assessments. Master plans and/or reconciliations will address the site utilization needs of various user groups, utility infrastructure needs versus constraints, and vehicular ingress/egress issues. Master plans and/or reconciliations will also include recommended construction projects and appropriate phasing. The development of a Program of Requirements (POR) will also be included as part of the Professional Design as an Additional Service. The project scope will be evaluated, prioritized, and defined to align with the project budget. Evaluation of the project construction schedule will also be a part of the POR stage. The selected Criteria Architect/Engineer ("C-A/E"), as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth & Equity ("EDGE") Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Concept and Design Criteria, Best Value Selection, Preconstruction, GMP Phase Services, Construction and Closeout, and Additional Services of all types including Schematic Design and Design Development if a Design-Builder is not engaged to perform these services. The C-AE will obtain and review ODNR Campground Design Guidelines and ensure that the work products through all phases of the agreement are consistent with the intent expressed within. ODNR Campground Design Guidelines will be available to the selected firm.
