RFP - Tree Planting and Establishment Care

The City of Portland Parks & Recreation and Bureau of Environmental Services invests in the planting and management of trees as a critical part of the city's infrastructure. Goals of this collaborative planting effort are to utilize a diverse pool of qualified contractors to plant nursery stock using proper planting techniques to ensure healthy, long-lived trees. Planting efforts are focused in low-canopy and low-income neighborhoods to increase canopy and provide tree services where they are needed the most. Procuring quality tree stock, proper planting, watering, and caring for newly planted trees in their first three to four years are critical to City canopy goals. The City is seeking contractors to assist both bureaus in meeting canopy goals. The scope of work performed covers trees planted in public rights-of-way, City owned property, and private property. An estimated 2,000 - 3,000 total trees will be planted annually, with that work being performed by multiple contractors. Work will be assigned based on contractor capacity. The majority of trees procured will be 1.5" caliper and will require three (3) years of establishment services. The awarded proposer(s) shall provide the following services: a) procurement of trees as specified by the City b) tree delivery and installation by specified delivery date c) provision of three (3) years of establishment services Establishment services include watering, mulching, weeding, minor pruning, and site maintenance. Contractors may be assigned establishment services for existing trees the contractor did not plant, based on contractor capacity.
