Description | This Performance Work Statement (PWS) is for the replacement of the current Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) for grid control across all Western Area Power Administration (WAPA) regions with a Commercial Off-The-Shelf (COTS) software solution from a single vendor. The COTS SCADA/EMS solution must be an integrated application suite and will be installed as an on-premise solution. WAPA desires a strategic partnership with the vendor and will only work directly with vendors of an existing SCADA/EMS solution. The goal of the project is to gain operational efficiencies across all WAPA regions by using a common solution. WAPA has four separate regions utilizing six SCADA/EMS installation locations (i.e. primary and alternate control centers). The Desert Southwest (DSW) Region and Rocky Mountain Region (RMR) operate a single SCADA/EMS and alternate which site is the primary and which is the alternate on a periodic basis. The Sierra Nevada (SNR) Region and Upper Great Plains (UGP) region each have their own primary and alternate control center installations. Of the six installations, there are three operational SCADA/EMS solutions that are actively providing visibility and control for grid operation at any given time. The three systems currently include two different software products from GE (Platform EMS and Reliance EMS) and one in-house developed SCADA/EMS product that is paired with an advanced applications system from Siemens (PSS/ODMS). All three active systems provide functionality to operators from either or both locations at the same time and full functionality is available from either of the locations if the other location is uninhabitable or destroyed. Every installation location has equipment redundancy. Regional installations will remain as separate instances, but any solution chosen must be able to scale to handle the entirety of the WAPA-wide network in order to provide maximum future flexibility. |
