T-197.48S003-3-02 - TRAFFIC MANAGEMENT SYSTEM FOR BLUE MOUNTAIN AND KITTATINNY TUNNELS BETWEEN MILEPOST 196.57 AND MILEPOST 200.70 IN FRANKLIN COUNTY This project provides for the installation of DMS signing, concrete median barrier with swift gates and Traffic Management System for the Blue Mountain and Kittatinny Tunnels. Work items include, but are not limited to: 295 CY Class 1 Excavation 5,209 SY Superpave Asphalt Mixture Design, Various Courses, PG 64S-22, 10 to <30 Million ESALS, Various Depths 3,441 SY Milling of Asphalt Pavement Surface, 2" Depth 448 LF 18" Pipe 537.5 LF Type 31S Guide Rail 10 EA Type M Inlets 9,456 LF Concrete Median Barrier -- LS Maintenance and Protection of Traffic 144 EA Junction Boxes, Various Sizes 49,485 LF Underground Cable, Copper 1 Conductor Various AWG 24,705 LF HDPE Communication / Power Conduit 36,500 LF Exposed Conduit in Tunnel -1" 11,045 LF Trench Method Modified, Various Types 3 EA DMS Support Structures 2 EA Traffic Signal Support Mast Arm 41 EA Install Swift Gate, Various Lengths 32,060 LF Fiber Optic Cable, 12SM & 6mm 4 EA ITS Closed Circuit Television Camera Subsystem -- LS Portal Building Conduit Systems 3 EA Walk-In (Type 1) DMS Sign and Installation 3 EA Dynamic Message Sign, Type 2 Milepost 196.57 is located approximately 7.5 miles east of the Willow Hill Interchange, Exit 189, Milepost 200.70 is located approximately 0.6 miles west of the Blue Mountain Interchange, Exit 201, in Franklin County, Pennsylvania. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) 56 EA Lane Control Signal - Single Sided low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
