Description

DESCRIPTION: The proposed project is a design/bid/build project to construct a single story, 300-member Army Reserve Center (ARC) on Wright-Patterson Air Force Base (AFB). The building will be approximately 35,644 SF. Building will be of permanent construction with reinforced concrete foundations; concrete floor slabs; Architectural insulated precast walls; poly-vinyl chloride (PVC) roof system; standing seam metal roof system; structural steel frame; concrete vault with IDS; Heating, Ventilation and Air Conditioning (HVAC); plumbing, mechanical, and security systems; communications systems; electrical systems; automatic sprinkler system and fire detection. Site work includes demolition; land clearing; grading; concrete and asphalt paving; concrete sidewalks; access roads; mobile Kitchen trailer (MKT) pad; fencing; general site improvements and utility connections. Accessibility for the disabled will be provided. LEED v4.0 certification is required at a Silver level. Options to the contract may include the following: OMAR funded items for primary facility (Training Building) Bona fide need OMAR funded items for the primary facility (Training Building) Construct an Unheated Storage Building (UHS). Work includes concrete aprons, insulated metal wall panels on pre-engineered structural steel frame, insulated standing seam metal roof panels, insulated doors, and sectional overhead doors. OMAR funded items for primary facility (UHS) Bona fide need OMAR funded items for the primary facility (UHS) Construct a gravel overflow parking lot. Design and construct a 10kW photovoltaic (PV) array on a single stem parking structure in the POV parking lot. This option can be exercised up to four (4) times. Contract duration is estimated at 754 calendar days. A Pre-proposal site visit will be held. Meeting and site visit details will be provided in Section 00100 of the solicitation. CONSTRUCTION MAGNITUDE: The Estimated Price Range is between $10,000,000 and $25,000,000, in accordance with DFARS 236.204. SELECTION PROCESS: This is a one phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Technical, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered more important than cost or price. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. Size Limitation is $36.5M. TYPE OF SET-ASIDE: This is a Full and Open procurement. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 7 February 2022. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.sam.gov. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the System for Award Management (SAM) database at http://www.sam.gov.
