Description | The project includes replacement of air handling units and associated return fans; installation of a new dehumidification air handling unit to replace the air handler serving the pipe gallery; installation of a new condensing hot water boiler plant; replacement of the chilled water pumps and exhaust fans; installation of a new HVAC control system to serve all HVAC equipment, and installation of a new cooling system for the control room. The work also includes lighting replacement throughout the WTP, replacement of variable air volume (VAV) boxes, drop ceiling system replacement, and decommissioning the existing Trombe Wall. Contractors submitting a bid for this project shall hold a current Prequalification Certificate in the category of "Electrical" from the State of Connecticut Department of Administrative Services (DAS). A copy of the Contractor's DAS Prequalification Certificate and Update (Bid) Statement must be submitted with the bid. Any contract or contract awarded under this invitation for bids are expected to be Federally funded in part or by a loan from the EPA and The FY2022 Consolidated Appropriations Act. Neither the Federal Government or State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to the requirements contained in subsections (h), (j) and (o) of Section 22a-482-4 of the RCSA. Contractor is required to meet all Federal requirement/conditions. This Contract will be required to meet Davis-Bacon prevailing wage requirements and Disadvantaged Business Enterprise Program requirements including the Six Good Faith Efforts and Minority and Women's Business Enterprise (MBE/WBE) subcontracting reporting, per EPA Community Grant funding requirements. This Contract will also be required to meet State prevailing wage rate requirements. The project is subject to the requirements of the "Use of American Iron and Steel" (AIS) provision of the Consolidated Appropriations Act (CAA) (H.R.3547), enacted as Public Law (P.L.) 113-76 on January 17, 2014. This provision requires iron and steel products used to be produced in the United States. The Bidders will meet at the Lake Gaillard Water Treatment Plant, 765 Foxon Road, North Branford, CT. For this Pre-Bid meeting, two forms of identification will be required for each person attending. All Bidders shall complete a Confidentiality Agreement prior to reviewing or purchasing Bid Documents and/or attending the Pre-Bid meeting. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders, payable to the South-Central Connecticut Regional Water Authority in an amount not less than 5 percent of the Bid amount. The Successful Bidder will be required to furnish the additional Bond(s) prescribed in the Bidding Documents. In order to perform public work, the Bidder and Subcontractors prior to award of contract shall hold or obtain such licenses as required by Connecticut State Statutes, and federal and local Laws and Regulations. The attention of bidders is called to the requirements of non-discrimination in employment practices, conditions of employment, and minimum wage rates to be paid. The South-Central Connecticut Regional Water Authority will not knowingly conduct business with providers of goods or services that are known to discriminate. The South-Central Connecticut Regional Water Authority encourages responses to its purchasing needs from women-owned and minority-owned business enterprises. No Bidder may withdraw its Bid within 90 calendar days after the date set for the receipt thereof. In the event that the South-Central Connecticut Regional Water Authority requires more than 90 calendar days after the actual date of the receipt of Bids and the selected, qualified Bidder does not grant an extension of time, the Authority reserves the right to award the Contract to another qualified Bidder who does grant an extension of time to award.
