Description | As of March 21, 2023, a design team has been identified. Design: Ongoing, generally fall through spring each year. Design began Fall 2022. 3 packages currently being designed for this year – Design October 2022 to May 2023. Construction: Begins Summer 2023. Will be ongoing, generally summer to winter each year. 3 packages will be built this year – Construction June 2023 to December 2023. - Wallis Program Management: assist Oregon City in administering the overall program. Includes coordinating definition and design of individual projects, developing program-specific design standards and specifications, monitoring flows to assess success of program, and ongoing condition assessments of pipes and laterals (CCTV and smoke testing). Also includes assisting with public outreach efforts and public information documents. - Package design: refine preliminary assessment from Wallis and develop full plans and specifications for specific construction contracts. Includes bid assistance and construction inspection. - Construction (general): rehabilitate sewer pipes using the method specified in the plans (typically CIPP or open trenching). Also replaces all sewer laterals from main to the home and restores any impacted pavement. - Package 1: 11,000 LF of CIPP lining and replace 162 laterals. - Package 2: 1,900 LF of open trench replacement and replace 42 laterals. Potential proposers are responsible for ensuring contact information is registered correctly and that email updates are being received and not being sent to spam folders. It is in the best interest of potential proposers to check the website periodically to ensure all updates are received. The City is not responsible for failure of proposers to receive notifications of changes or corrections made by the City and posted as stated above. Proposers are required to certify non-discrimination in employment practices and identify resident status as defined in ORS 279A.120(1). Pre-qualification of proposers is not required. All proposers are required to comply with the provisions of Oregon Revised Statutes and the Oregon City Municipal Code. The City of Oregon City reserves the right to (1) reject any or all submittals not in compliance with public solicitation procedures if it is in the best interest of the public to do so; (2) postpone establishment of a final decision for a period not to exceed sixty (60) days from due date for consultant submittal; (3) waive informalities in the proposals; and (4) to select the consultant which appears to be in the best interest of the City. The method of contractor selection has not been determined at this time. |
