Description

B2Z Project No. 6051 The proposed project will include reconstruction of the four-lane facility to a six-lane facility with 10' pedestrian sidepaths and a new 903 foot long bridge overpass (grade separation) over State Loop 494 and the Union Pacific Railroad (UPRR) with at-grade access roads. The proposed construction also includes the conversion of the existing open ditch to a closed drainage system and the installation of amenity ponds and landscaping improvements near the intersection with US 59/I-69. The project limits span from just west of US 59/I-69 to just east of Russell Palmer Road and is approximately 1.3 miles in length. Bidders shall comply with City Ordinance 95-336 (March 29, 1995) and Exec. Order No.1-2 (June 14, 1995), and City of Houston Affirmative Action and Contract Compliance Division Minority/Women Business Enterprise (M/WBE) Procedures (June 1995). The successful Bidder will be required to make good faith efforts to achieve an M/WDBE participation goal of 20 percent. Pre-Bid Notes: Pre-bid Meeting attendance is MANDATORY. Please notify Joel Salinas at jsalinas@hntb.com if you are planning to attend the pre-bid meeting so your name can be added to the building visitor list that will provide you access to the building's parking garage. Office Logistics: The name of the building is Netrality and it encompasses the entire block with the entrance to the visitors garage on San Jacinto Street. When you arrive in the garage, please let the security guard know your name and that you will be going to the HNTB office. Once checked in, the security guard will give you a parking ticket, which you will bring with you to the office for validation, please park in any unreserved space between floors 3-5. Once parked, please take the garage elevators to level 1, which is our building lobby. When you arrive in the lobby, please see the HNTB personnel or security guard so that they can help provide elevator access to our office on the 20th floor. Work of the Contract is for the reconstruction of Northpark Drive from IH 69 (US 59) eastwardly to approximately 750 feet east of Russell Palmer Road. The current four-lane boulevard will be expanded to six-lane boulevard with a six-lane grade separation bridge over the UPRR crossing and LOOP 494 intersection. In addition, new storm sewer systems will be constructed from IH 69 to UPRR and from UPRR to G103-38-00 (Kingwood Diversion Ditch). The new storm sewer system shall include storm sewer leads, storm manholes, inlets, and related appurtenances within City right-of-way throughout the project limits as identified in the Contract Drawings. The project also includes replacing driveways, curbs, sidewalks, wheelchair ramps, permanent signs, pavement markings, street illumination, traffic signals, sanitary lines and services, water lines and services, and related appurtenances throughout the project limits as identified in the Contract Drawings. Contractor will be required to install and maintain tree protection measures, storm water management devices and traffic control for the duration of the project. B. The Project is located in Northeast Houston (Key Maps 296 S, 296 T and 296 U) approximately 24 miles north of Downtown. The proposed project is in an area of mixed commercial and residential development in Council District 'E'. This area was constructed gradually over time with buildings and homes built as early as the 1910's and as late as the 1990's. The purpose of this project along Northpark Drive is to promote better pedestrian and vehicular safety and mobility, reduce the risk of repetitive loss and structural flooding and to provide an unimpeded facility to be used as a potential evacuation route for Kingwood residents.
