Description

The consultant shall: 1. Provide a pre-grind scan of the entire existing Red Line system of the eastbound and westbound rails from Cleveland-Hopkins Airport Station to Stokes Windermere Station for a distance of 38 miles or 19 miles of double track. The Light Rail System on the eastbound and westbound tracks from Kinsman to Shaker Square for a distance of 6 miles or 3 miles of double track. The Light Rail Waterfront Line Tower City to South Harbor for a distance of 4 miles or 2 miles of double track. The pre-grind scan shall include rail profile recommendations based on GCRTA’s existing wheel profile and existing rail profiles. 2. Provide the optimal rail cutting template profiles for the entire Red Line system and Light Rail system as indicated including various curve and tangent track locations on the heavy rail dedicated tracks, light rail dedicated tracks, and the joint territory area which is traversed by heavy and light rail vehicles. The rail profiles shall be optimized for the GCRTA heavy and light rail fleet wheel template and rail sections with the ability to use optimized profiles for grinding implementation to improve wheel wear performance and increase rail life based on the optimization and pre-grind scan of the system. 3. Provide recommendations for grinding based on the pre-grind scan and the wheel-rail interface optimization to improve rail life and wheel life on the entire GCRTA Red Line. 4. Provide recommendations on development of a rail grinding program contract with the GCRTA which shall include specification development, grind quality index specification development, develop track time estimates based on pre-scan and optimization template to determine outage requirements for rail grinding contract, and develop cost estimate for rail grinding contract. 5. Provide grinding construction support for the duration of the invitation for bid rail grinding contract. To include grinding support, bidding support, submittal review, equipment review, construction management of rail grinding contractor, quality control and assurance of rail grinding contract, and other support services to ensure rail grinding improvement. Work shall include bidding and construction support. Bidding support shall include answering of questions, preparation of addenda, clarifications, and other related work. Construction support shall include responses to RFI’s, potential change orders, and associated estimates. Construction support shall also include site visits, construction management, resolve problems, attendance at project meetings, on-site during all grinding activities and preparation of meeting minutes for distribution. 6. Provide review and comment on Grind Quality Index to ensure increased wheel life and rail life for GCRTA’s heavy rail system. Ensure the rail profiles demonstrate grinding to match the recommended optimal rail profile based on the rail grinding performed under the rail grinding contract. 7. Provide grinding management oversight and quality assurance/control services for the entire grinding program to ensure GCRTA improves wheel and rail life through profile optimizations. 8. GCRTA requires a qualified Project Manager to oversee the entire project. The Project Manager shall have extensive rail grinding industry experience to apply best available rail grinding technology in completing the scope of services required to ensure a quality product in a timely manner with limited impacts to GCRTA operations. 9. Additional required items to be outlined in Part Five Scope of Services.
