| Description | This project is located in Massena, NY on Barnhart Island beginning at a point on Barnhart Island Road approximately 1,450 feet north of the Eisenhower Locks Tunnel and extending north approximately 4,800 feet to the south approach to Barnhart Island Bridge. reconstruction of approximately 0.91 miles of the Barnhart Island Road in Massena, NY including, but not limited to the following. Develop a detailed construction work plan and schedule. Prepare construction submittals and submit for approval. Mobilize on site. Field verify all existing on-site conditions prior to demolition and repair.Perform survey and stakeout; install pollution control measures; confirm existing utilities; install safety measures. Install work zone traffic control. Detour traffic to an alternate route. Disconnect power to existing light standards. Perform sawcutting and demolition including but not limited to existing parapets, railings, sidewalks curbs, structural concrete, overlay concrete, light standards, electrical wiring and conduit, drainage scuppers and pipes, expansion joints and asphalt pavement. Modify frames at existing hatches and manholes to accommodate waterproofing membrane and asphalt overlay. Fill existing drainage piping with grout and abandon in place. Remove concrete and/or core drill for outlet modification at each drainage scupper. Core drill from piping gallery to upstream dam face at new drainage outlet locations. Install PVC drain piping and splash blocks. Set polydrain scuppers. Test and repair any leaks. Grout annular spaces of cored holes. Prepare surfaces to receive new concrete, install reinforcing steel and embedded items; set stone curbs. Install forms for sidewalks, curbs, header at expansion joints, drains, hatch covers, and manholes. Place finish and cure concrete. Install new expansion joints. Install four rail bridge railing system (NYSDOT Standard). Install box beam rail transitions at approaches (four locations). Connect to existing box beam guide rail. Replace damaged handrail in localized areas at existing parapet remain with intact handrail removed from other areas. Install new electrical conduit and light standards. Install electrical wiring and connect to existing lighting panel LP60. Inspect and test electrical installation. Blast clean roadway deck surface. Apply and cure liquid membrane waterproofing system over the entire concrete roadway deck surface. Install asphalt overlay on top of waterproofing membrane. Test membrane and expansion joints and repair any leaks. Install full depth asphalt pavement transitions at each end of the structure. Prepare and clean new overlay surface for pavement striping. Apply pavement striping for double yellow center line and a single white line along both curb lines. Remove detour and restore traffic in the structure.
