Description | **As of November 17, 2022, this project has not yet been awarded. The project is expected to be awarded on November 28, 2022.** The work shall consist of milling, placement of glass grid, resurfacing, and all other work necessary for a complete project and as included in the Construction Schedule and Specifications for the 2023 Columbus Drive and Cline Avenue Roundabout Mill and Overlay. The Proposal must be made on the forms provided in the Contract Documents. Each bid shall be accompanied by a cashier's or certified check, drawn on an acceptable bank, or an acceptable bidder's bond, in an amount not less than five percent (5%) of the total amount of the bid, payable to the City of East Chicago, Indiana. The bidder to whom a contract for work is awarded will be required to furnish a Performance Bond and Payment Bond executed on the specified forms and acceptable to the City, in the amount of one hundred percent (100%) of the Contract Amount. The Bidder (proposer) must supply all the information required by the bid proposal form. Liquidated damages for delay will be as provided in the Bid Proposal. Work hours will be as provided in the Technical Specifications. Partial payment will be made monthly based on an approved payment requisition. The Contractor and all subcontractors will be required to comply with required Federal and State labor regulations including Equal Employment Opportunity, E-Verify, Non-segregated Facilities, and Affirmative Action requirements as well as East Chicago City Ordinances 05-0019, the Equal Opportunity Ordinance Amendment, and 05-0020, the Local Hiring Ordinance. The City of East Chicago, Indiana, reserves the right to reject any and all proposals or parts thereof and to waive all responsibility for irregularities in bids. Bids may be held by the City of East Chicago, Indiana, for a period of not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and the investigation of the qualifications of bidders, prior to awarding of the Contract. It is anticipated that the contract will be awarded at the meeting of the Board of Public Works on Monday, November 28th, 2022. Contractors and Sub-Contractors are required to pay not less than the common construction wage as determined by the United States Department of Labor under the Davis-Bacon and related acts for work done in Lake County. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Fifty (50%) percent of the contractor's workforce in each initial craft will be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible. |
