Description

This project will pave the existing gravel roadway between Buildings 7 and 8 and construct a vegetated rain garden that will drain into the existing storm drainage system at NSA Mechanicsburg in Mechanicsburg, PA. The work will include demolition and the construction of a new road surface with Portland Cement Concrete, storm drains, and utility covers. The new concrete road surface will require a vegetated rain garden to capture storm water runoff. This project will pave approximately 1.3 acres with concrete to facilitate tractor trailer traffic between buildings 7 and 8. The design will incorporate Low Impact Development (LID) by constructing a rain-garden Best Management Practice (BMP) to receive Storm Water flow. Due to the nature of use of this intended area, this is not a “typical” parking lot project as described in the Installation LID Policy Instruction. The base bid portion of this project covers the 000 “Block” of H Street/Track. This is the area between Buildings 7 and 8 and Zero and First Avenues. The approximate area is delineated on the sketch in Part 6 Attachments. Existing gravel driving and storage areas shall be repaired via full depth reconstruction consisting of a prepared subgrade, new aggregate base course and Portland cement concrete paved area designed for tractor trailer loads. New pavement markings and signage are to be provided, these will be limited to signage and markings at the entrance and exit. The existing fence between the south end Buildings 7 and 8 is to remain. Where possible, namely around the gate at First Avenue, some areas should be converted to vegetated rain gardens with a sump (approximately 2500 square feet), filter media, underdrain, liner, and connection to the existing storm sewer. An existing porous underdrain running the length of the project area will need to be removed and appropriate drainage installed. The site grading is intended to be returned to the existing condition upon project completion so as to promote positive drainage to the existing storm sewer or proposed vegetated rain garden. Any existing storm sewer inlets will require a new top collar and grate installed.
