Description | *8As of August 17, 2022. The Project came in over budget. No final date yet for the rebid.** No bid may be withdrawn after the scheduled closing time for receipt of bids for ninety (90) calendar days except as provided in Section 2.2-4430, Procedure 1, Code of Virginia, which states the bidder shall give notice in writing of his claim to right to withdraw his bed within two (2) business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice. Any contract amount over $25,000.00, the contractor must supply the Purchasing Department a copy of their Colonial Heights Business License. Any questions on this project shall be emailed to Larry Melvin, Purchasing Agent, melvinL@colonialheightsva.gov by Wednesday, May 25 2022 by 5:00 PM. If needed, an addendum will be issued, and posted on the City's website, under this project on Friday, May 27 2022. The successful bidder shall commence work within ten (10) days after Notice to Proceed is given to him by the City. Once the project has begun, the successful bidder shall complete all the work within (90) ninety calendar days. Work shall not be conducted on weekends or City holidays unless permission granted by City Engineer. For each and every day that any work remains uncompleted after the contract time specified for completion of the work, the City will access liquidated damages against the contractor the sum of three hundred and fifty dollars ($350.00) for each and every calendar day that the work remains uncompleted. The contractor shall assemble and duly guarantee all warranties as required by these specifications. He shall assemble and deliver to the City all bonds, guarantees, releases, etc. required by these specifications before final payment is made. The contractor shall guarantee all work against defective workmanship and materials for a period of one (1) year after acceptance of the project the City. The contractor at no cost shall make any equipment or work found to be faulty during this period good to the City. The City of Colonial Heights Purchasing Department encourages all businesses, including minority and womenowned business to respond to all invitations to Bid and Requests for Proposals. It is understood and agreed between the parties that the City of Colonial Heights shall be bound hereunder only to the extent of the funds available or which may hereafter become available for the purpose of this agreement. Each proposal must be accompanied by a certified check equal to 5% of the amount of the proposal or a bid bond equal to 5% of the amount of the proposal. Such Bid Bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw his bid for a period of ninety (90) days after the scheduled closing time for receipt of bids, and that if his bid is accepted, he will enter into an agreement with the owner in accordance with the Form of Agreement as indicated herein. Any mistakes or error on the part of the bidder in preparing his bid confers no right upon the bidder to withdraw his bid after the designated time in said Contract and give stipulated Guarantee Bond within fifteen (15) days after written notification of award, the bidder in any particular hereof. Checks will be returned to the unsuccessful bidders promptly after it is determined who the successful bidder is and the award has been made. If awarded this work, the contractor shall furnish a performance bond (form provided) and a labor and material payment bond (AIA document) - (two separate bonds) in the amount of 100% of the contract amount. The performance bond and labor and material payment bond shall be approved by the City Attorney. It shall be the sole right of the City to terminate any contract upon written thirty (30) day notification to the contractor. The right is reserved to reject any and all bids and also to award the contract where it appears it will be to the best interest of the City. The right is also reserved to award in part or the whole of the items listed or group of items. |
