Respondents must provide a comprehensive narrative explaining their process and approach to planning, design, and execution of this project. A. Phase I – The successful firm will develop a comprehensive plan for the City of Billings for a phased build-out of the New City Hall facility to meet current and future needs of the city departments to be relocated to the facility. The firm should analyze existing facilities and processes, develop conceptual designs and provide enough detail to derive good cost estimates of approved concepts. B.
