Description

The Raleigh County Solid Waste Authority is seeking sealed bids for the supply and installation of the various Geosynthetics, associated materials and appurtenances for the construction of the landfill liner identified as Stage 10 Expansion Construction. A detailed bid document will be available from Alliance Consulting, Inc. in either hard or digital format. All other questions can be directed to James Allen, Executive Director or Travis Kiblinger, Director of Operations at 304-255-9335. The Raleigh County Solid Waste Authority reserves the right to reject any and all bids and to waive all formalities. The Stage 10 Expansion Construction consists of approximately 7.9 acres of geosynthetic supply and installation for a municipal solid waste landfill disposal cell. The project is outlined in more detail in the following sections of the bid and contract documents. The anticipated start date for the work is June 1, 2023. Bids are due March 22, 2023. The anticipated date for issuance of the Notice to Proceed will be discussed in the Pre-Bid Meeting. Work shall be completed in a timely manner. The Raleigh County Solid Waste Authority must have Stage 10 completed, certified and usable disposal area by August 31, 2023. 1.1.1 The Liner Contractor shall provide all labor, materials, tools, equipment, incidentals, and services necessary to construct the geosynthetic portions of the Stage 10 liner system in accordance with the Construction Drawings and Technical Specifications. However, Owner reserves the right to purchase materials through installer at manufacturer's invoice price. Owner is a taxexempt entity. 1.1.2 In the Stage 10 landfill area, the Liner Contractor (geosynthetics installer) will furnish and install, as indicated on the bid forms and as shown on the Construction Drawings, the components, including: o 40-mil Textured HDPE Secondary Geomembrane; o Double-Sided Drainage Composite for Leachate Detection; o Geosynthetic Clay Liner; o 60-mil Textured HDPE Primary Geomembrane; o 12 ounce per square yard (oz/sy) Nonwoven Geotextile; o Boot Penetrations for Leachate Detection Pipe Cleanouts; and, o Quality Control for installation of all geosynthetics materials. 1.1.3 The Liner Contractor shall submit a tentative schedule to the Owner within ten (10) days of the Notice to Proceed, indicating the starting and completion dates of the various stages of the Work. Assumptions concerning delays due to inclement weather should be stated. 1.1.4 The Liner Contractor is responsible for coordination with the Solid Waste Authority and vice versa, to prevent unnecessary delays or damage to the soil and geosynthetic components of the liner system.
