Description

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY TO ANNOUNCE THE U.S. AMRY CORPS OF ENGINEERS, BUFFALO DISTRICT INDUSTRY DAY The Industry Day will be held on Tuesday, 17 October 2023 from 1330 to 1630 EST, at Cornell University Food Research Building (665 West North Street, Geneva, NY 14456). Please submit attached RSVP survey by 3 October 2023 if you are interested in attending Industry Day to both the POCs below. Contractors are asked to arrive approximately 15-minutes prior to the start time. This is not a Request for Proposal. NO SOLICITATION OR SCOPE OF WORK IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. The anticipated NAICS Code is 236220. The U.S. Army Corps of Engineers (USACE) anticipates issuing two firm-fixed price contracts. Total contract magnitude is estimated between $25 and $100 million for the USDA ARS National Grape Improvement Center and $5M and $10M for the Pesticide Filling Station. It is expected that the RFP will be released in early 2024 with a contract award in mid to late 2024. The purpose of this event is to provide an outreach to our industry partners about two new USACE projects at Cornell University. USACE has partnered with USDA to design and construct two new facilities for the University. The projects are the USDA ARS National Grape Improvement Center and the USDA ARS Pesticide Filling Station. The following is a brief description of each project: National Grape Improvement Center: USDA ARS National Grape Improvement Center (NGIC) project is located on the USDA-Cornell University AgriTech Campus, in Geneva, New York. The project is being procured by the United States Army Corps of Engineers on behalf of the United States Department of Agriculture-Agricultural Research Service (USDA-ARS). The NGIC project consists of the construction of a laboratory/office building, and specialty research greenhouses with associated headhouse facilities. The project also requires the demolition of several existing on-site facilities. The completed facility will be utilized by the partnership between USDA-ARS and Cornell University. The laboratory/office building (LOB) consists of a four-story steel-framed building measuring approximately 57,900 GSF. The building is generally rectangular and oriented east-west along Collier Drive. The first floor includes conferencing amenities, offices, shipping and receiving areas, and specialty support facilities for the research programs. The second and third floors consist of community labs, collaboration areas, and private and shared office amenities The fourth floor includes the enclosed mechanical and support spaces. There is no basement in the facility. A separate, 10,600 GSF Greenhouse for the NGIC is a single story, steel framed, translucent structure for regulated plant growth. The Greenhouse will be slab on grade with an enclosed connection to the LOB through a centralized corridor flanked with green house bays on either side. As part of the overall site organization and approach, it is anticipated that the existing Clonal Building and Cousins Headhouse will be demolished to allow for the new construction. A temporary utilities structure will be constructed on-site prior to the demolition to migrate all necessary utilities to maintain full operation of the existing GGRU Greenhouses and Seeds Headhouse during the new building construction. Pesticide Filling Station: USDA-ARS Pesticide Filling Station project is located at 2865 Pre-Emption Road, in the Town of Geneva, Ontario County, New York, on the McCarthy Farm site of Cornell University's AgriTech campus. The project is being procured by the United States Army Corps of Engineers on behalf of the United States Department of Agriculture-Agricultural Research Service (USDA-ARS). The new facility will be located on a grassy area adjacent to an existing pole barn. The proposed 3,500 GSF building is a single-story filling and storage facility with an unoccupied equipment platform and drive-through area for filling sprayers. The structural system will comprise of reinforced load-bearing CMU on the lower segment of the walls, housed on continuous footings extending down to appropriate frost depth. The upper portion of the facility will utilize a cold formed metal framed back up wall system, insulation, and metal siding. The roof will be sloped for the filling area and the storage and anticipated to be at different heights. and the structure following the roof slope. Roof construction will be comprised of steel roof deck housed on sloped steel beams. An exterior stair to access a mechanical equipment platform shall be provided. A new biodegradation system is incorporated into the facility as well. The system is referred to as a Containerized Soil Leaching Environmental Degradation Facility (CSLED). This system will be located on the east side of the building, will be exposed on 3 sides, and roofed over with a pitched roofing system. USACE will provide briefings regarding these opportunities as well as a Q&A session If time permits, vendors may have the opportunity to speak with District Program Managers, Engineering and Construction representatives and Contracting Officers, one-on-one. Industry Day Agenda is as follows and is subject to change: 1330 - 1400: Welcome, Opening Remarks, Introductions and Projects Overview 1400 - 1600: Overview of projects 1600 - 1630: Q&A and closing remarks SOLICITATION WEBSITE: The official solicitations, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.SAM.gov.
