Description | The Department of Community Development seeks a qualified Consultant to lead a community engagement effort and assist in the preparation/adoption of an update to the City of Lynchburg's Comprehensive Plan. The City of Lynchburg is the dynamic center of a growing region. The City is well known for its quality of life, economic vitality, rich history and cultural diversity. Long-time residents and newcomers alike appreciate the City as a great place to live, to raise a family, to learn, to work, and to prosper. Lynchburg is committed to strong neighborhoods, a downtown that is the heart of the region, attractive and accessible commercial areas, celebrating its history and heritage, protecting its environment, a diverse economy, quality education, and effective public support systems. The City's Comprehensive Plan 2013-2030 was adopted in 2014 and established a twenty (20) year vision for the City. The Comprehensive Plan was developed by studying the City at a broad level, with an incremental progression into greater detail for other aspects of the plan. The Comprehensive Plan recommends specific neighborhoods for more detailed study and master planning. The following detailed neighborhood plans have been adopted as part of the Comprehensive Plan: Midtown (2005), Fifth Street (2006), Tinbridge Hill (2014), Downtown 2040 (2018), Tyreeanna & Pleasant Valley (2022), and Dearington (ongoing). Also included are several corridor studies: Wards Road Pedestrian/Bicycle Improvements (2009), Campbell Avenue / Odd Fellows Road (2013), Route 221 (2014), Wards Ferry Road (2014), Atlanta Avenue (2015), and Graves Mill Road (2018). All Addenda shall be issued no later than 4:00 p.m. on November 25, 2022 The City reserves the right to accept or reject any or all proposals, to waive informalities, and to reissue any request for proposals and to award contracts to multiple Offerors. Any contract resulting from this Request for Proposal shall not be exclusive to the successful firm. The City reserves the right to contract with firms not party to the resultant contract for similar work if it determines this to be in their best interest.
