Description

Bidders shall include in amounts bid payment of State Sales Tax and/or Use Tax on all taxable materials specified to be furnished by the Contractor and incorporated into the work under this contract. Award will be made to the lowest responsive and responsible bidder. This solicitation has been designated as a CDBE (Columbia Disadvantaged Business Enterprise) project. The highly recommended CDBE participation for this solicitation is designated as 16%. This participation must be reflected on the Business Information Record (CDBE). Please see the City of Columbia's CDBE policy Due to Coronavirus quarantine restrictions, all CDBE Good Faith Efforts that require mailing of letters and/or certified letters via the United States Postal Service can now be satisfied by emailing letters instead. Please use copies of your emailed letters as part your Good Faith Efforts. The City of Columbia Local Business Enterprise (LBE) policy applies to this solicitation. You do not have to be a LBE in order to submit a bid for this project. Under the LBE policy, if the lowest responsive and responsible bidder is not a certified LBE and a certified LBE is within 5% of the lowest bid (up to a maximum dollar value not to exceed $500,000), the certified LBE then has the opportunity to accept the project at the lowest bidder's price.
