Description

The work consists of removing snow, in accordance with 2. Maintenance Requirements for Snow Removal, below, from the following three State Snow Parks: Salt Creek Summit, Catherine Creek Summit and Clear Creek. See descriptions and locations below for each project area. This contract consists of one base year and two optional years for each location. The Forest Service anticipates making multiple awards to different Offeror's based on each of the Snow Parks. This work is funded in cooperation with the Oregon Department of Transportation (ODOT) with the U. S. Forest Service. These snow parks are designated winter recreation parking locations by the State, who provides a limited amount of snow removal funding through the Winter Snow Parking Permit program through ODOT. If ODOT fails to receive funding, appropriations, limitations or other expenditure authority which prohibits ODOT from reimbursing the Forest Service, then this contract may be terminated after minimum guarantees have been met. Work shall be completed during the Winter Snow Park seasons of November 1st through April 30th each year. Contractor shall regularly check snow depths on the roads and parking areas, and shall plow entire area when average snow depth at the parking area reaches or exceeds a trigger depth of 6" of snow accumulation. The Contractor shall contact COR for authorization prior to conducting maintenance on access roads when 6" snow depth trigger is not reached in parking areas (occurs infrequently; typically due to drifting caused by heavy wind). Snow removal shall typically avoid high traffic periods between 10 a.m. and 3 p.m. Salt Creek Summit Snow Park: The snow park is located approximately 12.5 air miles Southeast of Joseph, Oregon. The Salt Creek Summit Snow Park project consists of plowing snow from approximately 5.0 miles of Forest Rd. 39 (double-lane asphalt), 0.10 miles of Forest Rd. 3915 (double-lane asphalt), a 3.0 acre snow park, pedestrian access paths to the restroom facilities (approximately 50 feet), and pedestrian access paths to the Salt Creek Summit multi-purpose building (approximately 20 feet). One complete removal consists of plowing snow through one full width (22' minimum) and length of the project area. Though not an indicator of future plow needs, this Snow Park was plowed an average of 15 times per season in recent years. The lowest number of plows was 9 and the highest was 23. Clear Creek Snow Park: The snow park is located approximately 9 miles north of Halfway, Oregon. The Clear Creek Snow Park project consists of plowing snow from a 1.0 acre snow park (road loop and parking area), and from approximately 1.5 miles of NFSR 66 (single lane gravel w/ turnouts). One complete removal consists of plowing snow through one full width (14'minimum plus turnouts) and length of the road, and from approximately 800 feet of the snow park loop road (12' minimum width) plus the adjacent parking area for the snow park. Though not an indicator of future plow needs, this Snow Park was plowed an average of 7 times per season in recent years. The lowest number of plows was 4 and the highest was 13. Catherine Creek Summit Snow Park: The snow park is located approximately 20 miles east of Union, Oregon. The Catherine Creek Summit Snow Park project consists of plowing snow from a 2.0 acre snow park (road loop and parking area). One complete removal consists of plowing snow through one full width of the loop road (12' minimum width) and length of the project area (approximately 1200 ft.), plus the adjacent parking area. Though not an indicator of future plow needs, this Snow Park was plowed an average of 4 times per season in recent years. The lowest number of plows was 1 and the highest was 11.
