Description | The Mahoning Valley Sanitary District will be performing Dam and Spillway Improvements. This project will provide a complete and comprehensive Floodplain Management Plan (FPMP) in accordance with FEMA/OEMA/ODNR requirements to enable the Mahoning Valley Sanitary District (MVSD) to satisfy High Hazard Potential Dam (HHPD) grant requirements.Complete and comprehensive FEMA FPMP encompassing extent of MVSD Dam and Spillway Improvement Project, including:Coordinating with FEMA, OEMA and ODNR to complete all necessary documents. SHPO has concurred on S106. Species surveys and evaluations are complete. Significant information is available on wetland mitigation. Contractor should be prepared to work with FEMA/OEMA/ODNR to update information if necessary and present in form acceptable to ODNR. Flood plain evaluation will include upstream and downstream effects on FEMA flood hazard areas for a 100 year and Probable Maximum Flood. Proposal should include information regarding the firm s history, education, and experience of key technical personnel; the technical expertise of the firm s current staff; the firm s experience in the similar type of projects; availability of staff; current references; hourly rates; overhead and profit costs. Description of past projects should include the project schedule, status of the project, estimated project costs, actual project cost and the costs associated with all change orders on the project. A post project floodplain hazard assessment will be conducted to identify problems, adverse impacts and other risks associated with post project floodplain conditions including a description of the flood hazard which includes calculations and a description and delineation of the regulatory floodway with the upstream and downstream reach of the stream impacted.Provide a description of your project approach, not to exceed two pages. Confirm that the firm has visited the site and address your firm s technical approach, understanding of the project, innovative ideas, project specific plan for ensuring increased quality, reduced project delivery time and reduced project costs.
