Description

Pump Station 1 (PS1) and Pump Station 2 (PS2) are critical assets and must provide reliable uninterrupted service. It is imperative that the condition of various components of both pump stations be known to ascertain its reliability and functionality. The City has been experiencing service disruptions in performance of several assets at PS1 and PS2. In early 2016, the 42-inch discharge lateral connection to the 72-inch header at PS2 failed because of corrosion, requiring an emergency repair. In addition, during physical inspections of the SMI in 2016, inspections were abandoned because of leakage of the influent sluice gates at the PS1 influent structure. Operators have indicated failures of the screening facility at PS1, which is causing significant debris and rag build up in the channels and will eventually impact the pump life. The City partnered with HDR to assess the condition of PS1 and PS2 as part of the wastewater facilities condition assessment contract and resulted in the attached Condition Assessment Report dated May 11, 2018. The selected Consultant shall review the Condition Assessment, review the recommendations outlined in this Request for Proposals, inspect both pump stations, and prepare contract documents which can be bid out for a contractor to complete the PROJECT. Other Details Pump Stations 1 (PS1) and 2 (PS2) are the largest and most critical pump stations within the City of San Diego's (City) wastewater collection system. Wastewater from the South Bay region is delivered to PS1 via the South Metro Interceptor (SMI), PS1, located at 3550 East Harbor Drive, and discharges at an average of 75 million gallons per day (mgd). PS1 has been in service since 1963 and has been upgraded in phases in 1979, 1992, and 1994. The pump station is fitted with a total of six pumps: five duty, plus one standby; vertical shaft driven centrifugal pumps-each rated for a maximum capacity of 33,000 gallons per minute (gpm) - and 600 horsepower (hp) electrical motor. PS1 has a rated capacity of 155 mgd. PS1 is also used as a waste disposal for private liquid waste haulers and the City's sewer vactor trucks. PS1 is manually operated with one operator on duty 24 hours a day, 7 days a week. The operator selects the number of pumps in service, monitors the wet well levels, and controls the pump speed. The operation data is available via the distributive control system (DCS) screen to the operator. PS1 has the following components: o A headwork facility complete with influent structure, motorized sluice gates, Parkson Aquaguard traveling screens, serpentine conveyors, screening hopper, and bin. The screen facilitates removal of rags and debris that may cause wear and harm to the downstream pumps. o Two forced draft cooling towers to allow cooling the liquid rheostats for controlling the pumps speed. o An odor control system with horizontal mist scrubber, exhaust stack, sodium hydroxide, sodium hypochlorite, and ferric chloride feed systems. The odor control system removes foul air from the influent structure and the screens room. PS1 discharges into two 54-inch-diameter discharge headers. The two discharge headers combine into a 72-inch-diameter force main. The 1-mile-long force main discharges into an 84- inch-diameter SMI sewer pipe in the San Diego downtown area, the SMI delivers the wastewater to PS2. PS2, located at 4077 North Harbor Drive, is the terminal pump station at the confluence of the North Metro Interceptor (NMI) and SMI systems. The pump station houses eight vertical shaft driven centrifugal pumps. Each pump has a maximum capacity of 50,000 gpm. Six of these pumps have 2,250 hp electrical motors, and two pumps are driven by natural gas engines. The pump station discharges an average daily flow of 184 mgd into two parallel 87-inch-diameter force main. The force main combines into one tunnel and terminates into the Point Loma Wastewater Treatment Plant. PS2 was put into service in 1963 with several phased upgrades in 1986, 1987, 1990 Notes Special Notices Local Programs & Policies The City shall apply a maximum of an additional 12 points for Small Local Business Enterprise (SLBE) or Emerging Local Business Enterprise (ELBE) participation, to the proposer's subtotal maximum evaluation points. Additional points will be awarded as follows to achieve the proposer's final maximum evaluation points: a. If the proposer achieves 20% participation, apply 5 points to the proposer's score; or b. If the proposer achieves 25% participation, apply 10 points to the proposer's score; or c. If the prime consultant is a SLBE or an ELBE, apply 12 points to the proposer's score. The final maximum evaluation points including SLBE/ELBE is 112.
