The City Council reserves the right to reject any or all bids due to any defects or for not adhering to the Specifications, or to waive informalities and accept any bid that in its judgment will be in the best interest of the City of East Orange. The City Council also reserves the right to sever and make awards of all or parts of any bid to one or more bidders.
