Description

**As of May 23, 2022, this project has not yet been awarded. A timeline for award has not yet been established.** The project involves roadway and drainage improvements associated with the construction of a major outfall system from the end of the existing Lake Charlene canal at Lake Joanne Drive, east along Lake Joanne Drive to S. 61st Avenue, south along S. 61st Avenue, and crossing US 98 to the southerly FDOT R/W. The drainage system will consist of a segment of double 60" RCP, a segment of single 60" RCP, and a segment of jack & bore 60" pipe over the approximately 2500-foot total project length. The north end of the project will feature a concrete weir structure approximately 53 feet in width. The south end will include the widening of the existing concrete endwall. Work will include the crossing of US 98 with a single 60" jack & bore. Significant dewatering is expected for stormwater system installation. The project will also require the replacement/relocation of the existing traffic signal mast arm located on the south side of US 98 at the intersection with S. 61st Avenue. The Contractor's MOT plan will be subject to Escambia County approval for County roadways and is expected to require the closure of S. 61st Avenue while maintaining local driveway access. The Contractor's MOT plan for US 98 will require FDOT approval. Each formal competitive bid solicitation (i.e. sealed bids) shall clearly identify how the price order of the bids received will be evaluated and determined.When a qualified and responsive, non-local business submits the lowest price bid amount between $50,000.00 and $249,999.99, and the bid submitted by one or more qualified and responsive local businesses is within five percent (5%) of the price submitted by the nonlocal business, then the local business with the apparent lowest bid offer (i.e., the lowest local bidder) shall have the opportunity to submit an offer to match the price(s) offered by the overall lowest, qualified and responsive non-local bidder. The County shall require the successful Offeror(s) to furnish separate performance and payment bonds under pledge of adequate surety and covering up to 100% of the dollar value of award on the forms provided by the County. Such bonds shall be issued by sureties authorized to act as a surety by the State of Florida. Bonds of the successful Offeror(s) shall be reviewed by the Office of Purchasing to assure compliance, then recorded in the Office of the Clerk of the Circuit Court Recording Office, 1st Floor, 221 Palafox Place, Pensacola, Florida, by the successful Offeror at his expense before the contract is executed.
