Description

The CITY OF SACRAMENTO (CITY) OFFICE OF INNOVATION & ECONOMIC DEVELOPMENT (OIED) is seeking to establish a qualified list of consulting firms to assist in the development and implementation of initiatives preventing residential displacement of existing residents (anti-displacement programming) and implementing other city housing programs and monitoring. As part of the City's Aggie Square Community Benefit Partnership Agreement, and related Settlement Agreements, the City and the Regents of the University of California ("UC Davis") have committed $10 million for a range of programs and activities to counter potential resident displacement in the neighborhoods surrounding the Aggie Square project on the Stockton Boulevard corridor. There are also funding opportunities to designate City Homeless Housing Assistance and Prevention (HHAP) funding from the State for local homelessness prevention services and other potential contracting opportunities with city housing programs for monitoring and other supports. To determine the range of efforts needed to address displacement, the City recently completed a survey to understand the community needs around this topic and then will contract with partners to implement programs, assist existing residents with their housing needs. General categories under this RFQ include: Housing Anti-Displacement Programming: One-time Bill Assistance/Homeless Prevention Services, Home Repair Programs, First-time Homebuyer Loans, Housing Coordination and Retention, and other services impacting both renters and homeowners. Housing Asset Management and Monitoring Services: providing regular management, surveying, and/or monitoring for city-initiated development and programming. Community Stabilization and Housing Quality Efforts: inspection services, apartment building repairs, housing coordination/navigation, workforce housing development proposals, financing policy consulting, and other housing and neighborhood stabilization concepts. City Housing Staff anticipates the need for other housing anti-displacement programs in the future, in a range of areas, including but not limited to, first- time homebuyer loans, home repair programming, homeless prevention assistance, rent & utility assistance, affordable and workforce housing consulting and monitoring, The City is also working to further development of housing of all types through its policies and programs and these efforts may require additional professional services. The City will allocate this initial funding over multiple rounds based on the recent community survey results and will continue evaluation of housing needs and community feedback to determine any modifications or changes needed in the types of programs offered. Other consulting needs are likely to arise to assist with other city housing policy initiatives. Collectively there is a need to support the City's housing efforts with outside consultants and operators, serving a range of populations, thus meriting the development of an on-call list of consultants. It is the intent of the Office of Innovation & Economic Development (OIED) to develop a qualified list of potential consultants through this RFQ. OIED may have a separate approval and funding process for each contracted program and may execute separate agreements and purchase orders. It is the intent of the City to use the list as the primary source for consulting services outlined in this RFQ. However, the City reserves the right to solicit competitive proposals for any and all projects/programs. This list will be maintained for up to five years. Respondents selected and posted to the list may be asked to respond to opportunities for one or more services depending upon a Respondent's expertise and the needs of a specific project or program. A detailed scope of work will be agreed upon prior to executing task orders affiliated with the Master Services (On-call) Agreement. For the purpose of responding to this RFQ, the scope of work outlined below should not be construed as a detailed description of tasks to be performed, but rather a general outline of professional consulting and programmatic services. Firms submitting SOQs may include one or more service types or propose a team that addresses some or all of the service types. The service types listed below are categories: o Housing Anti-Displacement Programming: One-time Bill Assistance/Homelessness Prevention, Home Repair Programs, First-time Homebuyer Loans, Housing Coordination and Retention, and other services to address stability of housing options for income-qualified residents. o Housing Asset Management and Monitoring Services: providing regular management, assessment, and/or monitoring for city-initiated development and programming. o Community Stabilization and Housing Quality Efforts: inspection services, apartment building repairs, housing coordination/navigation, workforce housing development proposals, financing policy consulting, and other housing and neighborhood stabilization concepts. To meet the LBE participation requirement, bidders must meet the requirements for an LBE prior to the deadline for submission of bids.
