Contract 1 – Conventional Treatment $177,278,000 Contract 2 – RWPS and Transmission Main $37,501,000 Contract 3 – Residuals $24,776,000 Contract 4 – GAC Facility $48,036,000 As of August 21, 2023, per addendum 4, the bid opening date and time has been moved to Wednesday, October 4, 2023, at 10:00 AM from August 29, 2023. Conventional Treatment: Improvements to the existing conventional treatment facility A new 18-MGD conventional treatment facility to include rapid mix, flocculation, sedimentation, and dual-media filters Improvements to the existing clear well and construction of a new cast-in-place 2-MG concrete clear well Improvements to existing finished water pump station New finished water pump station New chemical facility Repurposed existing sodium hypochlorite facility for fluoride and sulfuric acid Gravity thickener distribution box Improvements to the existing administration facility New maintenance warehouse Yard piping, new vaults, and improvements to the existing finished water chemical vault. New electrical power distribution system including, but not limited to, utility service/substation (5000kVA transformers), medium voltage electrical gear (switchgears, RVSS, etc.), stand-by diesel generators (2000kW), substation-style transformers (2500kVA, 1500kVA), and low voltage electrical gear (switchgear, switchboards). Instrumentation and controls system upgrades The Contract Times for the Work are set forth in the Agreement. The City of Sanford prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap, or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises. The Work will be financed in part by the State Revolving Fund loan under the Federal Clean Water Revolving Loan and Grant Act of 1987 (DWSRF # WIF 2025). Bidder shall make positive efforts to use small and minority-owned businesses and comply with NC Division of Water Infrastructure MBE/WBE requirements and GS 143-128. The contracted bidder shall comply with federal AIS and Davis Bacon requirements throughout the project. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin, and so certify with the form included in the Bid. The Owner reserves the right to reject any Bid for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. A deposit with the City of Sanford of cash, or a cashier's check or a certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent (5%) of the Bid. In lieu of making the deposit as above provided, such Bidder may file a Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds; conditioned that the surety will upon demand forthwith make payment to the City of Sanford upon said Bond if the Bidder fails to execute the Contract in accordance with the Bid Bond. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the City of Sanford, the Bid deposit shall be forfeited to and become the property of the City of Sanford. No Bidder may withdraw his Bid within 120 days after the date of Bid opening. Bid security shall be furnished in accordance with the Instructions to Bidders. A separate performance bond and payment bond each in an amount equal to one hundred percent (100%) of the Contract price will be required. With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for point of contact; N.C. contractor's license with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders The Owner further reserves the rights to reject any and all Bids and to Award the contract that in its judgment is in the best interest of the Owner.
