Description

Solicitation No. SE-06 Project Limits : WEST WASHINGTON CO LN TO USH 45 County : Washington The purpose of this perpetuation project is to resurface the existing roadway to address pavement deterioration and poor ride quality that can no longer be economically maintained. The need for the project is to address pavement deficiencies that include alligator, transverse and longitudinal cracking. This 8.5 mile resurfacing project is along STH 28 from West Washington Co LN to USH 45 in Washington County. The preliminary pavement design calls for 2-inch mill and 4-inch overlay. Possible beam guard upgrades due to profile elevation change and update FDM requirements - The Final Scoping Unit will complete the analysis on upgrade requirements prior to Notice to Proceed. Survey will be needed for utilities and spot topo (Alignment and surface mapping will be provided by WisDOT). 2 project newsletters and local official meetings are planned. The project will be at 30% design when handed off to the consultant. Anticipated Construction Cost $4,000,000-$4,999,999 The contract price will be based on the selected consultants actual costs plus fixed fee. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). ; Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract. Consultants selected will be required to either submit or have on file with WisDOT a Consultant Financial Report prior to contract execution. Information on the report may be found at website. Advertised Fixed Fee % 7.25 The fixed fee for this contract will apply an indirect cost factor of 150% to the consultants estimated direct labor, regardless of the consultants actual indirect rate. The selected firm will negotiate a staged contract with WisDOT that will be based upon the completion schedule of the STH 15 project. Given satisfactory performance by the selected consultant(s), additional stages may be negotiated. Related to this STH 15 majors solicitation, project IDs may be added, removed, or combined with other IDs. Do not include any information that meets the definition of trade secret as that term is defined in s. 134.90(1)(c), Wis. Stats.
