Description

The selected firm will take the return flow pipeline from the current preliminary/planning design phase to a completed design for the construction bidding phase. A preliminary design evaluation report (2019) presents four conceptual scenarios for design of the return flow pipeline. These scenarios evaluate potential flow rates using existing infrastructure for portions of the pipeline as well as higher flow scenarios with all new infrastructure. Based on the recommendations in that report as well as long term water reuse and return flow planning by the City, the design requested in this RFP shall utilize new infrastructure but may be augmented with existing infrastructure. The design shall follow a 30-60-90% design process appropriate for capital projects with a final review leading to a 100% bid package. Engineering evaluations and decision points are described below. The primary tasks include: 1. Establish the pipeline location within the corridor from the PRWRF to an effluent discharge point downstream of the BDD diversion. 2. Evaluate design alternatives based on engineering design principals, lifecycle cost and value to the City. Prepare preliminary engineering/basis of design report 3. Design of the pipeline including all necessary structures, equipment, piping, appurtenances, hydraulic analysis, and design features necessary for efficiently and reliably conveying the water from the PRWRF to the point of discharge. a. 30% design review b. 60% design review c. 90% design review d. 100% design 4. Provide bid phase services to the City 5. Provide construction phase services to the City 6. Support public outreach and permitting activities associated with the project.
