Description

The Douglasville - Douglas County Water and Sewer Authority (the "Authority") is soliciting competitive sealed bids from qualified contractors for the performance of the Dorris Circle Stormwater Improvement Project (the "Project"), as more fully described in the Invitation for Bids. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be "turn key" and require minimal involvement of Authority personnel. The work to be performed shall include, but is not limited to, the removal of approximately 23 linear feet (LF) of 18" reinforced concrete pipe (RCP), 62 linear feet (LF) of 24" corrugated metal pipe (CMP), removal of a concrete block box structure, pavement, and two driveway sections. The Project includes installation of approximately 42 linear feet of 18" RCP, 42 linear feet of 42" RCP, two raised pedestal inlets (RPI), one concrete headwall, a concrete spillway, concrete driveway and apron, relocation of an existing water main, 2" Cross-linked Polyethylene (PEX) water main and appurtenances. Associated traffic control, erosion control measures, and pavement restoration are also included in the scope of work. The project site is located within Douglas County. The work will be installed as required and shown on the plans for the Dorris Circle Stormwater Improvement Project, prepared by Douglasville-Douglas County Water and Sewer Authority, Brian Keel, P.E., last revised September 15, 2022. Special Conditions and Appendices contain more detailed information on the Project scope. All work will be performed within Authority easements and/or inside public right of way. All anticipated rights of way and easements required for the Project have been obtained. All anticipated federal, state, and local permits required for the Project have been obtained. All prospective bidders must hold a current Georgia Utility Contractors License and be on, or promptly qualify for inclusion on, the Authority's Approved Contractor List, without restriction or probationary status. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted.
