Description | The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for construction activities to resurface approximately 3,200 linear feet of road and align/construct approximately 2,400 linear feet of new roadway in accordance with the technical specification and drawings. The project work is located on BLM lands approximately 37 miles from Bozeman, Montana in Broadwater County. PROCUREMENT OVERVIEW TYPE OF CONTRACT: Construction, Firm Fixed Priced (FFP), Single Award Contract TYPE OF CONSTRUCTION: Highway NAICS CODE: 237310, Highway, Street, and Bridge Construction MAGNITUDE: Between $250,000 and $500,000 RESTRICTIONS ON CONTACTS: Beginning upon release of the request for proposal (RFP) through contract award, contacting Government employees who may be associated with this work by participating offerors about this RFP is inappropriate. Offerors for this RFP, including subcontractors and teammates, shall not attempt such contacts during this period. See Section L, Instructions, Conditions and Notices to Offerors, for a list of required documents. 4 METHOD OF PROCUREMENT: This procurement is set-aside for Small Business Concerns and is a construction acquisition, pursuant to Federal Acquisition Regulations (FAR) Part 15, Part 19, and Part 36. IPP is a secure, web-based service that more efficiently managements government invoicing from purchase order through payment notification at no charge to federal agencies and their vendors. The IPP website address is https://www.ipp.gov/. The contractor must use the IPP website to register access and use IPP for submitted request for payment. If the contractor is unable to comply with the requirements to use IPP for submitting invoices for payment, the contract must submit a waiver request in writing to the Contracting Officer with its proposal. Offerors shall submit questions by March 31, 2023, at 5:00 pm, Mountain Time. Questions submitted after this date and time will not be accepted. Offerors for this RFP, including subcontractors and teammates, shall consolidate questions related to this solicitation and site visit in a Request for Information (RFI) formatted Word document. Only written RFI's will be considered and responded to.
