Redwood Avenue Drainage Project - Bay County

As of March 13, 2023, an engineer has been selected for the project. Per the owner, a timeline for bidding and construction has not been established. *The closed solicitation has been included below for reference: Bay County is seeking statements of qualifications from firms for the design of the Redwood Avenue Drainage Project M0015. The project consists of the survey, permitting and design for the replacement of a 48", 2,000' ft reinforcement concrete pipe (RCP) with a new 48" culvert along E. 15th St and Redwood Ave. The new drainage system will include the design of a nutrient separating baffle box prior to discharge into the creek. The existing 48" pipe is to remain in place and be blocked at the entrance with flowable fill. This project may be reimbursed by the Community Development Block Grant Disaster Recovery (CDBG-DR) from HUD and the Florida Department of Economic Opportunity (FDEO). Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 3. The Sub-Recipient (County) shall hire an Engineering Firm or Individual to conduct Phase I (design) of this project, which includes the preliminary engineering designs and calculations, surveys, permitting, and notices. Construction activities will be approved at a later date through a subsequent ITB but, are not approved at this time. Phase I work shall be completed in accordance with all applicable federal, state, and local laws, regulations and codes. For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered respondents (those who have been registered as receiving a solicitation package) receive the documents. Respondents shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Friday, August 15, 2022. All firms, to include sub-consultants, shall be State of Florida licensed professionals. All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultants Competitive Negotiation Act, 287.055 F.S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall ensure that full compliance therewith is maintained at all times. Firms shall hold FDOT certifications for the following work classes: County staff shall validate certifications using the Florida Department of Transportations Procurement Office web site list of prequalified consultants. If the consultant proposes to use in-house forces to do surveying or geotechnical exploration, the consultant must have the FDOT certification in that specialty. The method of contractor selection has not been determined at this time.
