Description | The Naval Surface Warfare Center, Philadelphia Division intends to initiate a Request for Proposal (RFP) to replace nineteen (19) existing and obsolete General Electric (GE) Total Lighting Control (TLC) lighting-system panels (RTR32 Relay Controller Cards and RTS16 Switch Interface Cards) with a new lighting system. The existing TLC system connected to the BAS network, located within Bldg. 4, shall be replaced with new lighting control panels that must be compatible with NSWCPD’s Automated Logic System, associated Building Automation Control network (BACnet) communication protocol, and field devices including, but not limited to, field relays, push button switch inputs, and lighting equipment. Work may be performed between 0700 to 1630 Monday through Friday provided the work does not affect the building lighting systems in such a way that occupants would be without office lighting. This may include preparatory installation work, wiring, or demolition of components that do not render lighting systems inoperable. Work that will create a lighting outage in occupied office spaces must be performed outside of standard business hours (standard business hours are from 0500 to 1900 Monday through Friday) or on Saturdays or Sundays between 0700-1630. No work shall be performed outside of these hours or on Government holidays unless authorized by the NSWCPD TPOC and Contracting Officer in advance. The only exception to this requirement is badging of personnel. Work under this contract shall be phased into four (4) separate phases. Work shall be completed and verified to be fully functional and operational for each phase prior to progressing to the subsequent phase. Period of performance including delivery is estimated at 180 Days after receipt of Notice to Proceed. |
