This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This combined synopsis/solicitation for products and services as defined below. The government intends to award a Purchase Order (PO) that will include the terms and conditions set forth herein. This solicitation is a request for quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07. The Testing and Advanced Technology Division (TATD) is seeking to purchase fuel bay upgrades of two (2) existing Fuel Condition System Operating Systems (FCSOS). Richmond Instruments and Systems Inc (RISI) is the sole developer of the custom built FCSOSs at NVFEL. Due to proprietary script and iTest software, only RISI can seamlessly perform the required upgrades. Therefore, this acquisition has been determined to be a sole source procurement in accordance with FAR 13.106.
