Description

Residence Vendor Security Check: All PSC representatives attending the Preproposal Walk Through Meeting must submit a Residence Vendor Security Request form five business days prior to the meeting date (See the attached Lansing Governor's Residence Vendor Form). Send the Security Request form, filled and signed, by email to Bob Bierwagen at email address: bierwagenb@michigan.gov and Brandon Pattison at email address: pattisonb@michigan.gov . The email "Subject" must state; "Governor Residential Roof Replacement site walkthrough November 1, 2023" NOTE: Anyone arriving on site for the walkthrough that has not submitted the Security Request form WILL NOT be allowed to participate in the site walkthrough and WILL NOT be allowed to submit a fee proposal for the project. PROJECT DESCRIPTION/SERVICES REQUESTED Provide a PSC Proposal (Technical and Cost) for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget DTMB Project Statement Form (DMB427), DTMB ISID Billable Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DMB 430) and DTMB Facilities Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration. The technical portion shall be concise, include personnel resumes. A proposed schedule for design, bidding and construction must be included. Project Statement: Facility Description: The Governor's Residence was originally built in 1956 with several additions and modifications over the years. The current existing roof system was installed in 2002, which consists of sloped asphalt shingles and a flat EPDM roof system and is approximately 11,000 square feet total.. There is a small solar shingle array that was installed in 2008. The current roof system is reaching the end of its expected lifespan and is in need of replacement. DTMB would like to investigate what viable options there are for the replacement: from a one to one system replacement to environmentally-friendly materials which are recyclable/reusable options to fully integrated solar arrays. The State of Michigan is looking to be a leader in utilizing eco-friendly materials and installation practices which reduces our carbon footprint and the amount of material that is potentially filling the current landfills. To accomplish the goal of replacing the existing roof system it requires professional design services to accomplish the following objectives: 1. An assessment of the existing roofing system and components with recommendations for any needed improvement. 2. Development of a recycling plan for the existing roofing material. 3. Development of design and material options providing the pros and cons of each system along with a life cycle cost analysis of each system. 4. Preparation of construction documents for the chosen replacement system. 5. Submission for LARA plan review. 6. Advertisement of the project for contractor bidding along with bid evaluations and an award of contract recommendation. 7. Construction administration services including submittal review, onsite meetings and field reports. PSC proposals: Interested bidders shall provide a complete PSC Proposal for all required Professional Services for the project. The consulting services shall be in compliance with the State of Michigan, Department of Management and Budget Contract for Professional Services and DMB Facilities Administration, Design and Construction Division policies and procedures (DMB 430) for the development of Contract Bid Documents and Construction Administration. Proposals shall include Phase 300 Schematic Design and Phase 500 Final Design services as required to produce selected improvement plans including advantages and disadvantages of options, option cost comparisons, and comparative life cycle considerations with a professional recommendation for consideration. PSC services shall include but are not limited to: 1) Phases 300, 500, 600 and 700 design services to develop complete roof assessment, planning, design, contract document development, permitting and bidding. 2) Preparation and submission of all required permit applications and permit application fees including but not limited to LARA shall be included. 3) The PSC shall be responsible for gathering and verifying all base as-built information required for the proper design of the project. 4) Providing 50% and Final (100%) estimates of construction costs for Phases 300 and 500 development plans. 5) Submittal of 50% and 90% contract documents for owner review for design Phases 300 and 500, posting of bidding documents on the State of Michigan procurement website (SIGMA-VSS), Best Value Bid Evaluation, PSC Recommendation of Contract Award and Contract Administration. 6) Provide a bi-weekly progress summary email to the project team briefly documenting the prior two week's progress by the PSC and display the initial project schedule and current schedule status. 7) A graphic bar chart schedule (in weeks) indicating the PSC's proposed timeline for services based on a proposed PSC contract start date. Site assessment and data collection work can begin as soon as possible after contract is awarded and approved by DTMB., anticipate mid to end of November. For scheduling purposes, assume fourteen (14) calendar days each of Owner review for . 50% and 90% submissions. 8) Clear documentation of the number of meetings proposed during each Phase, indicating whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format. While some project team meetings may be considered in the form of computer-based meetings (e.g., GoToMeetings, Teams, Zoom, etc.), key review meetings shall be in person. For all meetings being held for document review, all required review information shall be submitted electronically and in hard copy formats ten (10) days prior to the meetings. At a minimum, meetings will be required at key project intervals including the project planning kick off meeting, 50% reviews and 90% reviews. Additional Requirements All vendors need to have a Unique Entity Identifier (UEI) number registered in SIGMA All projects are subject to prevailing wages under the Governor's administrative rule in 2021. Buy American Preference: As appropriate and consistent with the law, the non-federal entity should, to the greatest extent practicable under a federal award, provide a preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States (including but not limited to iron, aluminum, steel, cement, and other manufactured products). The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, contract documents, all correspondence, all e-mails, and telephone communication logs. The project files shall be maintained in an electronic file format and delivered to the DTMB Design and Construction Division with the PSC's final Payment Request.
