Description

The City of Watertown (“City”) is seeking proposals from architectural or design firms to create plans and specifications for the renovation of the Wells Fargo Bank Building and Grounds, located at 20 N Maple, Watertown, SD, which will result in the use of the site for a new City Hall. The City seeks to maximize the functionality to the general public, the City Council, and the City staff. The building design should work within the existing structure to renovate the interior layout to include office space, City Council chambers, customer services space, meeting space, break areas, utilities, and finishes. The grounds design should include the exterior of the building, accessory structures, driveways, parking, signage, and landscaped areas. For the exterior and grounds improvements, an additional $500,000 to $750,000. SCOPE OF WORK a. Review current building and grounds design and layout to identify limitations and opportunities for renovation within budget. b. Conduct stakeholder meetings with Mayor and staff to identify renovation goals and desired functionality. c. Develop a concept plan and estimated construction budget for consideration by Mayor, staff, and City Council. d. After concept approval, consult regularly with the City regarding the progress of design and the cost implications. Consultation should include, at a minimum, a 20%, a 60%, and a final design review meeting. e. Prepare architectural drawings, civil design plans, specifications, and contract documents. f. Ensure the building is in compliance with the currently adopted building codes, ADA, and public accessibility requirements. g. Include electrical, mechanical, plumbing, network, and other utilities within the design plan for a completely functioning City Hall site. h. Prepare construction bid and contract documents. i. Provide progress inspection and contract administration services during and immediately following construction. Assist the City in obtaining full completion and satisfaction from the contractor and in the enforcement of product guarantees.
