Description | Amendment 36C24921B0013 0001 to extend question submission to October 24, 2022 at 12:00 NOON. Furnish all labor, materials, supervision, equipment, and all other necessary items to completely prepare site for building operations as required per drawings and specifications at the James H. Quillen Lamont and Veterans Way, Mt Home, TV 37684. Project 621-20-104, Install Historic Site Enhancements See: Important Bidders Information on Page 6. NAICS Code: 236220 Size Standard: $39.5M Set-Aside: 100% Service-Disabled Veteran Owned Small Business (SDVOSB) (see VAAR Clause 852.219-10). Project magnitude is between $2,000,000 and $5,000,000. See FAR 52.236-27 for the date and time of the organized site visit. There will only be one (1) site visit on this project. Please make sure you bring any necessary items to properly inspect the site. A face mask must be worn at all times. To obtain clarifications and/or additional information concerning the contract requirement, specifications and/or drawings, submit a written request for information (RFI) via email to diana.grube@va.gov. RFIs must be specific in identifying secion, paragraph, and page number and must be in question format. All RFIS submitted shall include the project number and title, contractor name, city, state, phone number, date submitted and RFI questions. Questions received after 10:00 AM on October 17, 2022 will not be answered unless it is determined to be in the best interest of the government. Telephone requests will NOT be accepted. All questions must be in writing on RFI form attached and submitted to diana.grube@va.gov. This acquisition is 100% set-aside for SDVOSB concerns. To be eligible for award, the contractor must be listed and viewable in the Registry at www.vip.vetbiz.va.gov at the time of offers due and award. Offerors in reverification status are not eligible. In accordance with FAR 52.204-7, all prospective offerors must have an active SAM registration at time of offer and award. The official bid opening will be November 3, 2022 at 10:00 AM CT and will occur via Microsoft Teams call in. Please call 872-701-0185 Conf # 858162270# five minutes before the bid opening to be present Submit one (1) electronic copy of bids with a copy of bid bond via email to diana.grube@va.gov BID GUARANTEE (SEP 1996) (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. (End of Provision) 2.6 52.228-17 INDIVIDUAL SURETY--PLEDGE OF ASSETS (BID GUARANTEE) (FEB 2021) (a) Offerors shall obtain from each person acting as an individual surety on a bid guarantee-- (1) A pledge of assets that meets the eligibility, valuation, and security requirements described in the Federal Acquisition Regulation (FAR) 28.203-1; and (2) Standard Form 28, Affidavit of Individual Surety. (b) The Offeror shall include with its offer the information required at paragraph (a) of this provision within the timeframe specified in the provision at FAR 52.228-1, Bid Guarantee, or as otherwise established by the Contracting Officer. (c) The Contracting Officer may release the security interest on the individual surety's assets in support of a bid guarantee based upon evidence that the offer supported by the individual surety will not result in contract award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
