Description | Abandon 170' of existing 15" storm drain line running under the HQ Library parking lot off of Maiden Lane with non-shrink fill material and repair a portion of the parking lot and adjacent slope that has been undermined. Each proposal shall be accompanied by a cash deposit or certified check drawn on some bank or trust company insured by Federal Deposit Insurance Corporation, of an amount equal to not less than 5 percent of the proposal or in lieu thereof a bidder may offer a bid bond of 5 percent of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond and upon failure to forthwith make payment, the surety shall pay the obligee an amount equal to the amount of said bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or given to satisfactory surety as required by law. Performance and Payment Bonds are required in the amount of 100% of the contract amount and shall be furnished by the Contractor. All Contractors are notified that North Carolina Statutory provisions as to licensing of Contractors will be observed in receiving, reading, and awarding of contracts. All contractors are hereby notified that they must have proper license as required under the state laws governing their respective trades. Note: The Bidder shall identify on its Bid Proposal the minority business participation it will use on the project (Identification of Minority Business Participation) form and shall include either Affidavit A or Affidavit B as applicable. Forms and instructions are included within the Proposal Form in the bid documents. Failure to complete these forms is grounds for rejection of the bid General Contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be observed in receiving and awarding general contracts. General Contractors submitting bids on this project must have license classification for Public Utilities (H) or Unclassified Contractor with Limited as required by the NC General Contractors Licensing Board under G.S. 87-1. The County of Cumberland reserves the right to reject any or all proposals. The bidder to whom the contract may be awarded must comply fully with the requirements of G.S. Section 143-129, as amended. No bids may be written after the scheduled closing time for the receipt of proposals for a period of sixty (60) days. All Contractors are notified that North Carolina Documents are open to public inspection at the Cumberland County Engineering & Infrastructure Department's Office, 130 Gillespie Street, Fayetteville, North Carolina and in the office of Moorman, Kizer & Reitzel, Inc. Contractors who do not submit a bid or equipment and material suppliers returning the plans and specifications in usable condition will be refunded one-half of their deposit.
