Description

Perform a Traffic Study on a section of Cross Highway in Westport between North Avenue and Bayberry Lane. Meet with key staff of the Town to review historic information about the Intersections and corridor, detailed accident history, project objectives, relevant concerns, and preliminary project schedule. Review and agree on methodology and assumptions used for the traffic study. 2. Review existing maps, surveys, construction records, geometric data, property maps, topographic maps and utility records, to identify any potential conflicts. 3. Collect traffic data for both stop-controlled intersections and along the corridor including intersection hourly traffic volumes, turning movements at peak hours, pedestrian and bicycle movements across the intersection and through the corridor, a speed study of the corridor around and between the intersections, sightline analysis at the intersections, and any other data needed for analysis of the corridor and the intersections. Traffic data collection shall be a minimum of 72 hours and shall include a Tuesday, Wednesday and a Thursday, during a time period when Schools are in session, so as to be representative of typical traffic conditions. 4. Prepare a Traffic Study Report for intersection/corridor levels of service, in anticipation of Signal Warrant Analyses and a Roundabout study 5. Collect and analyze accident data at both intersections. 6. Prepare an A2/V2/T2 class accuracy field survey of the corridor, including both intersections, projected in NAD83/NAVD88 datum for use in preparation of temporary and permanent easements, State Office of Traffic Administration, (OSTA), approvals, project permitting and construction drawings. 7. Prepare schematic design(s); evaluate any feasible and prudent alternatives and prepare preliminary cost estimates for design concepts and alternatives to identify opportunities for value-engineering. As a minimum the consultant shall evaluate the feasibility of signals, roundabouts, and enhanced stop-control at the intersections, as well as alternatives for safe crossing of Cross Highway at both the intersections and at a mid-block location. In addition, the consultant shall evaluate alternatives for pedestrian/bicycle enhancements to the corridor. 8. Conduct pre-application meetings with State and local officials to determine feasibility of concepts and/or alternatives. It is anticipated that the project will require approvals from the Office of State Traffic Administration, (OSTA), the Connecticut Department of Transportation Traffic Division, as well as the Westport Planning and Zoning Commission for approval under State Statute 8-24, and the Westport Board of Selectwomen acting in their capacity as the Local Traffic Authority. 9. Meet with the Town to evaluate all proposed alternatives and settle on a design concept. 10. Prepare a preliminary design based on the selected concept. Design criteria should be consistent with the ConnDOT Highway Design Manual, and the ConnDOT Drainage Manual, as well as ConnDOT Standard Specifications Form 818 latest revision (with current Supplemental Specifications). 11. Review preliminary design with the Town. In addition, prepare an Engineer’s Estimate of Probable Cost for use in construction fund appropriation. 12. Prepare, file, and obtain all required State, and local approvals. Include any necessary meetings with applicable agency officials, including a minimum of four (4) evening meetings with Town Boards and Commissions. 13. Prepare Final Design documents and formal Bid documents including Bid plans and Specifications utilizing the Town’s Standard Specification forms and ConnDOT Specification form 818, latest revision. 14. Prepare Easement maps and Easement documents, acceptable to the Westport Town Attorney, and suitable for filing on the land records, for both Temporary and Permanent Easements. 15. Assist in the bidding process by answering questions, issuing addenda as necessary, including revisions to plans, specifications or both. 16. Review submitted bids and Contractor’s qualifying documents and make a Recommendation for Award to the Town. 17. Prepare Final Construction plans and Specifications for use in building the project. 18. Review shop drawings and submittals from the Contractor.
