Description | Morrill Street Water Main Replacement Project Bid tabulations will be prepared and issued within 24 hours. The Project includes the following Work: Installation of approximately 1,500 linear feet of new water main to replace the old water main. Work also includes new services to the right-of-way, new hydrants, etc. Bids are requested for the following Contract: [Morrill Street Water Main Replacement #42103] Owner anticipates that the Project's total bid price will be approximately $[250,000]. The Project has an expected duration of [90] days or less for final completion. Contract Time will not commence to run until materials can be obtained. Pre-bid Conference There will be no Pre-bid conference for this project. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Some provisions that apply to this Contract include the following: American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, and [add project specific waivers as applicable]. Disadvantaged Business Enterprise Requirements Each Bidder shall take special notice of the Guidance for use of Disadvantaged Business Enterprise in the DWSRF Supplemental General Conditions. Failure to complete these requirements may result in finding that the Bidder is nonresponsive and therefore, not eligible to be awarded this contract. Complete requirements are located in the Bid Documents. Cost $100 $75 $50 $50 Nondiscrimination in Employment and Labor Standards Bidders on this work will be required to comply with the President's Executive Order No. 11246 and amendments and supplements to that Order. The requirement for Bidders and CONTRACTORS under this Order are located in the DWSRF Supplemental General Conditions. Davis-Bacon Requirements Davis-Bacon and Related Acts are requirements of this contract. Federal Requirements The Contractor must comply with the Department of Labor Regulations relating to Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented by 29 CRF part 3, Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by 29 CFR part 5, Occupational Safety and Health Standards (OSHA) (29 CFR part 1910). The Contractor must comply with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S. C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Safe Drinking Water Act, and Executive Order 11738, and the Environmental Protection Agency regulations (40 CFR Part 15). The CONTRACTOR must comply with all permits, restrictions and conditions, issued for the PROJECT by Federal Cross-cutting Authorities. Bid Bond A certified check or bank draft payable to the OWNER or a satisfactory Bid Bond executed by the Bidder and a Surety Company in the amount equal to five percent (5%) of the Bid shall be submitted with each bid. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. Disclaimer/Agency Not a Party By: Title: Date: This Contract is expected to be funded in whole or in part by the [Drinking Water State Revolving Loan Fund]. This Contract contains requirements from all of these funding agencies. Neither the [State of Maine Drinking Water program], nor any of their departments, agencies, or employees is or will be a party to this contract. The word "agency" in the contract documents refers to these funding agencies. Award of any Contract will be contingent upon final financial agreements between the Town and the funding agencies. The project scope may be adjusted to match available funding. |
