Description | 1. Review existing records, reports, and any utility information to evaluate the existing water distribution system at the Terminal and design a water storage and distribution facility that achieves required pressures and flows under all applicable USCG and NFPA codes as observed by Port Houston. Design of proposed water system shall correspond with current industry standards, such as AWWA design manuals, for water distribution and delivery systems. 2. Assist PHA in the selection on the final location, type, and sizing for the storage and delivery systems, corresponding with the most recent Terminal masterplan and other planned projects. Provide recommendations on the type of storage system, elevated or grounded tank(s). 3. Perform analysis and engineering design services, which may include geotechnical work, subsurface utility engineering, hydraulics modeling pumping systems and associated controls, yard piping, structural foundations, storage tank design, electrical and communication systems, and site grading/development. 4. Consultant capabilities should include experience in water distribution supply and delivery systems, GIS integration with AutoCAD, certified cost estimator, and schedule analysis in support of design and construction work. 5. Prepare preliminary and final plans and specifications for the proposed facilities, including but not limited to, basis of design, submittal logs, calculations, estimates, and construction schedules. 6. Prepare construction documents, including assistance in preparing competitive sealed proposals (CSP), competitive sealed bids (CSB), or any other solicitation packages for any Port Houston construction projects. 7. Provide proposal and construction phase services in support of pre-proposal, pre-construction, and other meetings; review of submittals and shop drawings; responses to Requests for Information (RFI); assistance with change orders; documentation of as-built archives; perform site visits and substantial completion inspections as needed. |
