Description | The State University Construction Fund (the Fund) is contemplating a Design-Build delivery method for the design and construction of a new lecture hall building and related site work on the campus of the State University of New York at Binghamton. The project is in the early stages of investigation. The Fund is issuing this Request for Interest to ascertain the level of interest from the design and construction community in participating in a Design-Build procurement process for this project. In the event the Fund decides to pursue the project utilizing the Design-Build delivery method, a two-step Best Value selection procurement process will be commenced. Step One will consist of the issuance of a Request for Qualifications (RFQ) culminating in a Short-List of the most highly qualified Design-Build Teams that will be invited to submit Proposals in response to a Request for Proposals (RFP). Through an evaluative process, A Best Value Design-Builder will be selected for the project based on a combination of a technical score and cost score. The proposal with the highest aggregate score will be awarded the project. The Fund is requesting that firms who are potentially interested in participating in this Design-Build procurement process inform the Fund. To inform the Fund, only an email notification from firms stating potential interest is required. Attachment of letters or qualifications is not required and if attached they will not be considered responses to an RFQ if and when issued. Failure to inform the Fund of interest now will not preclude firms from responding to a future RFQ if issued. Any information regarding teaming, qualifications, experience and other responses, if provided, will not be considered binding and may be modified as firms deem appropriate in responding to a future RFQ if issued. Please submit the following information to SUCF.constructionbids@suny.edu by April 21, 2023. Please use the subject line: SUCF Design-Build Project - SUNY Binghamton. In the event the Fund decides to pursue the Design-Build delivery method for this project, a list of interested firms will be compiled and published on our website with the intent to foster connection and collaboration among interested parties in the development of Design-Build Teams. The Fund will also use the list to communicate all information and notices relevant to the procurement (in addition to publication in the New York State Contract Reporter). |
