Furnish all labor, materials, equipment, tools, transportation, and supplies required to complete the work in accordance with the Contract Documents. The intent of this contract is to provide a means whereby the DEPARTMENT is able to provide the timely installation of Intelligent Transportation Systems (ITS) devices at various locations in District Five, to upgrade existing intersections to ATSPM standards, including advanced detection at all lanes, presence detection at all lanes, and turning movement count data for all lanes. The project shall last for a period of two (2) years or until the contracted amount has been reached. The work under this Contract will be controlled by the issuance of Work Documents. The number of work documents for the contract will be limited by a budgetary cap of $500,000 dollars. All work documents will include mobilization compensation. See Mobilization section 101 for more details. The quantities shown on the Bid Price Proposal are approximate and only represent estimated planned requirements based on historical or specific project needs. The Department does not guarantee any maximum or minimum quantity, any range of quantities, or the exact quantities shown for each bid item. The Departments estimated quantities and the Contractors bid price will be used to calculate a total bid amount. This total bid amount will then be used to determine the low bidder; however, actual payment under the awarded contract will be based on actual quantities completed. For this Contract in which specific sites are not identified at the time of letting, the Engineer will issue a Work Document. Work Documents will identify the location, description, amount of work to be accomplished, and the number of calendar days to complete the work. For bids over $150,000.00, the standard proposal guaranty of 5% of the bid will be required, unless otherwise stipulated in the proposal advertisement. A Proposal Guaranty of not less than five percent (5%) of the total actual bid in the form of either a certified check, cashier's check, trust company treasurer's check, bank draft of any national or state bank, or a Surety Proposal Guaranty made payable to the Florida Department of Transportation must be received for each bid in excess of $150,000.00 A 100% Payment and Performance Bond will be required for all projects.
