Description | The City of Emeryville ("City") is seeking a qualified Civil Engineering Firm ("Consultant") to provide project management, environmental analysis, Plans, Specifications, and Estimates (PS&E), and bidding phase support services for the 40th Street Transit-Only Lanes and Multimodal Enhancements Project ("Project"). The City invites proposals from qualified firms to provide services, as set forth in this Request for Proposals ("RFP"). Firms submitting proposals must be prepared to immediately enter into a Professional Services Contract ("Contract") for the services described in this RFP and must be available to the City until project completion. The ideal Consultant shall be a firm who is knowledgeable in design and construction of Active Transportation Projects within an urban environment. Traffic modeling will be needed as multiple agencies will need to review the changes proposed in the corridor. Experience designing transformative transit improvement infrastructure is a plus. Experience designing improvements in Caltrans right of way and navigating their approvals is also desirable. In addition, the Consultant must have an understanding of SB1 ATP funding requirements, Local Assistance Procedures Manual (LAPM), Local Assistance Program Guidelines (LAPG) and policies, and regulatory and environmental permitting as it relates to public infrastructure improvements. The Consultant team shall be responsible for directly managing the Project through the PS&E Phase which encompasses all necessary items to get the Project approved and ready to list. Consultant must also have a strong project management experience and documented system for management of schedule, deliverables, reviews, reports, and QA/QC documentation all in compliance with Caltrans LAPM/LAPG. The City requires that the Project Manager have a minimum of 10 years' experience in similar projects. The method of contractor selection has not been determined at this time. |
