Description

The Howard County Housing Authority, located at 1010 South Pope Street, Nashville, AR 71852, is soliciting bids for its 2021 Emergency Grant. The estimated construction cost is $1,100,000 - $1,900,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All Bidders must be licensed Contractors as required by the State of Arkansas. No bid will be opened unless the outside of the sealed envelope containing the bid provides the following information: The Contractor's name, license number, the date of the license's expiration and a quotation of that part of his classification which applies to the bid. All subcontracts relating to Plumbing require the General Contractor/Prime Bidder to list the subcontractor and their respective state license number on the outside of the Bid Envelope. If the subcontracts do not exceed the above-mentioned limits, the General Contractor must certify to this effect, in writing, on the outside of the Bid Envelope. Each prime bidder must deposit, with his bid, security in the amount of 5 percent (5%) of the bid. Bid Bonds and Performance and Payment Bonds must be secured by a guaranty or a surety company listed in the latest issue of U. S. Treasury Circular 570. The "Bid Bond" and "Performance and Payment Bond" must be issued by a surety company authorized to do business in the state where the project is located, and must be listed in U. S. Treasury Circular No. 570. Minimum salaries and wages set forth in the Contract Documents must be paid by all contractors and subcontractors on this project. The Contract will be subject to the "Section 3" clause in the General Conditions. (Section 00715, Article 40) which calls for utilization of low-income businesses and individuals from the project area where and when feasible. Bidders must comply with Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the contract Work Hour Standard Act. Bidders must also certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, sex or national origin. Attention is also called to the goals and timetables for minority and female participation. The Howard County Housing Authority reserves the right to reject any or all bids and to waive any informalities in the bidding process. No bidder may withdraw his bid within 60 days after the actual date of the bid opening.
